IG Orders Kigumba Town Clerk to Refund UGX 32M

The Inspectorate of Government (IG) has ordered Fred Kagara, the Assistant Town Clerk of Kigumba Town Council in Kiryandongo District, to refund 32.086 million Shillings that he reportedly misappropriated while he was working as the Acting Sub-County Chief of Kigumba Sub-County.

According to a statement released by the Inspectorate of Government (IG) dated March 26, 2025, the money in question was part of 89,728,689 revenue sharing fund from the Uganda Wildlife Authority (UWA) meant for various activities, including reduction of human-wildlife conflict and improving livelihoods in villages bordering the Murchison Falls National Park.

The statement issued by the Deputy Inspector General of Government (DIGG), Anne Twinomugisha Muhairwe, reveals that, upon verification of accountability following investigations conducted by the IG, it was found that Kagara misappropriated the funds.

In the statement, the deputy IGG has given Kagara two months to deposit the misappropriated funds into the bank.

The matter was reported, and investigations were conducted by the IG Hoima regional office, according to the statement.

“In line with Regulation 15(2) of the Local Governments (Financial and Accounting) Regulations, 2007, the misappropriated funds will be recovered from Mr Kagara. He is expected to deposit the funds into the Inspectorate of Government Assets Recovery Bank Account within 60 days (May 11, 2025) from the date of receipt of the refund order on March 12, 2025.” The order says.
