Beatrice Akori Akello, the Minister for Economic Monitoring and Development in the President’s Office, has ordered the State House Anti-Corruption Unit to investigate David Walimbwa, the Bulambuli District Engineer, and John Wolimbwa, the Chief Finance Officer (CFO) over missing Shillings 400 million from the Shillings 1.8 billion payment.
In the 2023/24 financial year, Bulambuli District received Shillings 18 billion for the second phase of the construction of the district headquarters. According to the minister, the District Engineer authorized the CFO to pay Shillings 1.8 billion to the contractor. However, only Shillings 1.4 billion was paid, leaving a discrepancy of Shillings 400 million.
During her monitoring visit to the district headquarters on Wednesday, the Minister asked the District Engineer to explain the situation. However, the engineer pointed to the CFO, stating that it was his responsibility to account for the missing funds. He noted that he had approved the full Shillings 1.8 billion payment.
Akello directed the State House Anti-Corruption Unit to conduct a thorough investigation to determine where the Shillings 400 million went and to gather more information before issuing a final report. Annet Nagidu, the Bulambuli LCV Chairperson, also emphasized the need for a full investigation to identify where the funds had gone, as alleged-URN.
