UHI, Phaneroo engage government over Naguru land access

The Uganda Heart Institute (UHI) and Phaneroo Ministries International have confirmed ongoing talks with government to resolve concerns over land access at Plot 6, Naguru Avenue.

In a joint statement issued on April 21 in Kampala, the two institutions said their leadership is engaging with relevant authorities to reach a position that protects both sides and serves the public.

They asked the public to remain calm and avoid speculation, dismissing reports circulating in the media as misleading.

The issue follows earlier claims of a land dispute, which Phaneroo rejected in a separate statement. The ministry said the matter relates to a planned road network under the Naguru Medical Hub Development Masterplan.

Phaneroo said the planned road affects part of its land and that discussions are being handled through a government-led process involving the Ministry of Lands, Kampala Capital City Authority, the National Planning Authority and the Uganda Land Commission.

The ministry maintained that there is no deadlock, saying engagements with stakeholders are ongoing.

It also said it legally acquired the land and has already carried out developments, adding that the Heart Institute is the only other institution that has invested significantly on the same land.

On the road project, Phaneroo said it is not responsible for the process and should not be blamed for any delays to the Heart Institute’s expansion. It added that it is not aware of any critical installations on the portion marked for the road.

In the joint statement, both sides said they will continue working together and will communicate the next steps once discussions are concluded.
