Two Remanded Over Theft of Parliament Gym Equipment

KCCA’s City Hall Magistrates Court has remanded two suspects to Luzira Prison on charges arising from an alleged break-in and theft of property belonging to the Parliament of Uganda. The suspects, Amiri Kamulegeya Amiri alias Musilamu, a private security guard at Villa Park opposite in Nsambya Zone, Makindye Division, and Faluku Balyejusa, a taxi driver residing in Bata Bata, Namasuba in Wakiso District on Friday appeared before Senior Grade One Magistrate Edgar Karakire for plea taking.

They have been charged with Office breaking, theft and receiving stolen property contrary to Section 294(1) and (2) of the Penal Code Act, following the alleged theft of a television set and a loudspeaker from the Parliamentary gym facilities.

The prosecution, led by State Attorney Miria Grace Akite, alleges that between June 2024 and March 2025 at Villa Park opposite Arena Mall in Nsambya Zone, the two accused persons, together with others still at large, received an LG 32-inch television and a JBL loudspeaker, valued at approximately  6,171,400 shillings, the property of the Parliament of Uganda, while having reason to believe the items had been unlawfully obtained.

The court has also heard that the original theft case relates to an incident in which the items were allegedly stolen from the Parliamentary gym along Parliament Avenue in Kampala on June 23rd 2024.

According to the charge sheet, Kamulegeya and Balyejusa are jointly charged with Boaz Michael Kule aged 19, a casual worker residing in Wabigalo Zone, Kisugu Parish, Makindye Division, Kampala. Kule is alleged to have broken into the facility with intent to commit a felony and to have been the one who stole the said items. However, court has been informed that Kule is currently on remand in Luzira Prison on other related charges and therefore he has not appeared before court in this matter.  Uganda Radio Network understands that this is the third file related to theft that Kule who was arrested about two weeks ago is appearing on.

He was this week on Monday arraigned before Buganda Road Court before two Magistrates in one day where he answered separate charges regarding to theft of laptops and some cash from the Bank of Uganda.  Although he was arraigned in Court on that day with three others, he was added on an already existing file with eight others including Counter Terrorism Police Officers and security guards who were responsible for manning the Central Bank on the fateful day.

However, the accused persons Kamulegeya and Balyejusa who have denied the charges were informed of their right to apply for bail but did not proceed with bail applications because they were advised they will do so on another day. Magistrate Karakire has subsequently ordered that Kamulegeya and Balyejusa be remanded to Luzira Prison until June 18th, 2026, for mention. The Court has also issued a Production Warrant for Boaz Kule who is in prison to appear on the same day and be charged as well-URN.
