Police in Amudat District have arrested two officials over the alleged theft of funds under the Parish Development Model (PDM) in Loroo Sub-County. The suspects have been identified as Elijah Sagal Tikech, 29, the Secretary of the Loroo Parish PDM SACCO, and Samuel Partany, 36, the Parish Chief for Namusing and Loroo parishes. Both are residents of Loroo Village.
According to the Mt. Moroto Regional Police Spokesperson, Mike Longole, the suspected fraud was uncovered on June 16, 2026, during the verification of 2024 PDM beneficiaries by the Gombolola Internal Security Officer (GISO) for Loroo Sub-County in Katukumwok Village, Loroo Parish.
During the exercise, Paul Ngiroo Atubor, a 73-year-old peasant farmer from the village, raised concerns after discovering that his name appeared on the list of beneficiaries who had already received PDM funds. Records indicated that Atubor had received 1 million Shillings under the programme.
However, he denied ever receiving any money. Longole says the matter was immediately reported to the Loroo Police Station. He added that the police subsequently registered a case of theft of PDM funds at the Loroo Police Station, where statements have since been recorded from relevant witnesses. The two suspects remain in custody at Amudat Central Police Station as investigations continue.
The Parish Development Model is a government programme designed to support wealth creation by providing beneficiaries with 1 million Shillings in revolving funds. Police say investigations are ongoing to establish whether other beneficiaries may have been affected by the alleged fraud-URN.
