Tooro Kingdom Prime Minister Appoints New Cabinet

The Prime Minister of Tooro Kingdom, Calvin Amstrong Rwomiire, has appointed a new cabinet, signaling a shift in the kingdom’s governance approach. Unlike in previous years, when new ministers were announced during a parliamentary sitting (rukurato), this time they were invited directly to the kingdom palace for a swearing-in ceremony on Friday.

The newly appointed ministers took their oaths in a private ceremony at the Karuziika Palace in Fort Portal City, in the presence of King Oyo Nyimba Kabamba Iguru Rukidi IV. In February, King Oyo appointed Rwomiire as the kingdom’s Prime Minister, replacing Steven Kiyingi. Alongside him, the King appointed William Kwemara Ngabu as Deputy Prime Minister, Harriet Nyakake as Deputy Prime Minister in charge of Gender, and Henry Basaliza as Deputy Prime Minister in charge of Foreign Affairs and Inter-Kingdom Relations.

Following his appointment, Rwomiire dissolved the previous cabinet. A significant change in the latest cabinet restructuring is the merging of certain ministries to enhance service delivery. Notably, the Ministry of Education, Youth, and Sports now consolidates these three sectors under one leadership, headed by Devine Francis Kateeba.

He will be supported by three deputies: Nicholas Mugume for Youth, Nathan Mutegeki for Education, and Micheal Wandera for Sports. Another change is in the Ministry of Local Government, Culture, and Clan Mobilization, which will be led by Elasto Kasoro, with two deputies: Brian Kaita Mugisa for Local Government and Moses Musinguzi Francis for Culture and Clan Mobilization.

Dr. Patience Rwamigisa Bibohere has been appointed as Minister of Agriculture, with David Sabiiti Steven as her deputy. Richard Rwabogo has been appointed as the Kingdom Attorney General, with Herbert Kwikiriza as his deputy. Dr. Tito Byeza and Dr. Richard Mugahi have retained their positions as Minister of Health and Deputy Minister of Health, respectively.

Sylas Ruhweza and Ronald Mutegeki will serve as Ministers of Information. Joan Kantu remains as Minister of Tourism, with Duncan Keith Musumba as her deputy. Vincent Agaba is the new Minister of Lands, replacing George Williams Katuramu.
