The Rukungiri District Chief Administrative Officer, Byekwaso Fredrick, has assigned Kembaga Gertrude higher duties as the Acting Headteacher of Bikurungu Seed Secondary School with immediate effect.
According to an official letter dated February 24, 2026, the assignment was made in the interest of service. Kembaga, who is the Deputy Headteacher of Bugangari Secondary School, will carry out the duties of Headteacher in addition to her substantive responsibilities until the position is substantively filled.
While speaking to our reporter at Bikurungu Seed Secondary School, Kembaga described her appointment as abrupt but expressed commitment to use her experience to ensure the smooth running and betterment of the school during the interim period.
Bikurungu Seed Secondary School is a newly constructed government institution located in Kanyankwanzi Cell, Eastern Division, Bikurungu Town Council, Rukungiri District. The school was constructed under a UGX 1.94 billion contract awarded to Kinombe Nyaruzinga Construction Company Limited.
The contract was signed on February 25, 2025 by Rukungiri District Local Government, with an expected construction period of 18 months, scheduled to end in August 2026. However, the contractor completed the project well ahead of schedule, allowing learners to report for the first term of 2026, surprising many who expected handover to take place later in the year.
The outgoing Mayor of Bikurungu Town Council, Wallen Kajuna, who has been overseeing the school since learners reported last week, said that teaching is currently being conducted by volunteer teachers due to the absence of officially deployed staff.
Kajuna urged the government to fast-track the process of posting teachers and other school staff. He also appealed for government support in providing library books, as well as science and computer laboratory materials, to ensure effective learning at the new institution.
Despite the challenges, local leaders and parents have welcomed the early opening of the school, expressing optimism that with proper staffing and resources, Bikurungu Seed Secondary School will significantly improve access to secondary education in the area.
