The Presidential Advisor on Mobilization for Western Uganda, Mesach Kawamara, has raised concerns about the reluctance of locals to report extortionists targeting beneficiaries of the Parish Development Model (PDM).
While addressing journalists in Fort Portal City, Kawamara emphasized the need for greater community involvement in exposing individuals exploiting the program for personal gain. His comments came in response to alarming reports from local officials about the ongoing extortion activities, particularly in rural communities that are meant to benefit from the PDM.
Kawamara urged local leaders to actively visit the beneficiaries to gather firsthand information about the situation on the ground. He stressed the importance of understanding the challenges faced by the community in order to effectively address them.
Emmanuel Businge, the Fort Portal Central Division Resident City Commissioner, noted that prosecuting extortionists has become difficult because people are unwilling to come forward and report such activities. The PDM initiative, launched by the government in 2022, aims to support the economic transformation of rural communities by providing direct financial and technical support-URN.
