Police in Luwero have arrested four people in connection with a marijuana cultivation and distribution racket following an intelligence-led operation.
The Savannah Region Police Flying Squad carried out the raid on Saturday, August 30, 2025, in Kalasa Village, Makulubita Sub-County. Acting on credible intelligence, detectives stormed a residential property believed to be a hub for illegal drug activities.
Inside, officers reportedly found large quantities of marijuana stored in multiple rooms, with the house allegedly serving as a drying and packaging center. The drugs were said to have been harvested from gardens in the Kapeeka area and transported to the site for processing before distribution.
Savannah Region Police spokesperson Sam Twiineamazima said: “All exhibits recovered from the residence have been secured at Luwero Police Station. Our teams are working to identify and dismantle marijuana cultivation sites in Kapeeka and Makulubita.”
Police confirmed that four suspects were arrested at the scene, while a fifth suspect managed to escape. They declined to reveal the identities of those in custody, saying disclosure could compromise ongoing investigations. Investigations have since pointed to Titus Kigozi as the alleged mastermind behind the network.
He remains at large, and police have mounted a manhunt to apprehend him. Twiineamazima further noted that, “police are yet to measure the actual quantity of marijuana recovered and establish its monetary value.” He added that security agencies are still assessing “how dangerous the illegal trade has been to local communities.”
Authorities have urged members of the public to cooperate by providing information that could help dismantle the trade. Meanwhile, efforts by Uganda Radio Network (URN) to obtain a comment from the LC1 chairperson of Kalasa Village were futile by press time.
