UPDF officers have been urged to deliberately mentor their potential successors to ensure continuity, professionalism and institutional growth within the military. The call was made by the Deputy Chief of Defence Forces and Inspector General of the Uganda Peoples’ Defence Forces, Lt Gen Sam Okiding, during the handover and takeover ceremony for the Commander Reserve Force in Kampala.
Lt Gen Charles Otema Awany, who is due to retire after 47 years of service, handed over command of the Reserve Force to Maj Gen Joseph Ssemwanga. Okiding said military leaders should ensure they leave behind capable officers who can sustain and strengthen the institutions they lead.
“It is important to transition and leave able leaders behind because this will help the Army grow and remain stronger than ever,” Okiding said. He commended Otema for his 47 years of service, describing his career as a demonstration of sacrifice and dedication to the country.
Okiding particularly praised Otema for his contribution to the pacification of northern Uganda during military operations against the Lord’s Resistance Army, including Operation Iron Fist and Operation Lightning Thunder. He challenged Ssemwanga to “hit the ground running” and build on the foundation established by his predecessor.
Okiding said the Reserve Force is now better positioned to fulfil its mandate than it was when it was established, urging the new commander to consolidate the progress made. Otema, reflecting on his military career, said leadership carries the responsibility of preparing the next generation to sustain institutions.
“Leadership is about service, responsibility and preparing the next generation to take the institution forward,” he said. He also emphasised the importance of unity and professionalism in maintaining a strong military institution.
Ssemwanga pledged to build on Otema’s achievements and work with officers, soldiers and other stakeholders to strengthen the Reserve Force. He also committed to improving linkages between reservists and programmes that contribute to national development. The ceremony was attended by Brig Gen Mwanjje Ssekiranda, Chief of Staff Reserve Force; Brig Gen Kangyenyi, Deputy Inspector General of the UPDF; and other senior Reserve Force commanders-URN.
