Uganda has given its crude oil a name and a national identity, christening it “Pearl Sweet” with the slogan “Born of the Pearl” as the l country moves towards its long-awaited entry into commercial oil production. President Yoweri Museveni unveiled the name on Wednesday at the Kingfisher Development Area in Kikuube District, turning what was largely a technical petroleum milestone into a symbolic national moment.
The choice combines Uganda’s long-standing tourism identity as the “Pearl of Africa” with a technical characteristic of its crude: its relatively low sulphur content. In petroleum terminology, “sweet crude” generally refers to oil containing little sulphur, making it comparatively easier and less costly to refine than higher-sulphur “sour” crude.
“I asked my people, ‘Is there sugar in the petroleum? Why do you call it sweet?’” Museveni said, drawing laughter before explaining the technical meaning behind the name. “The Pearl is Uganda.”
The branding comes as Uganda prepares to cross the most consequential threshold in its two-decade oil story, moving from discovery and development into production, with first commercial output expected by the end of September 2026.
Uganda’s petroleum journey began to take concrete shape after commercial discoveries in the Albertine Graben in 2006. Government says exploration has since established about 6.5 billion barrels of oil initially in place, of which approximately 1.4 billion barrels are currently considered recoverable, alongside nearly 500 billion cubic feet of natural gas.
At Kingfisher, operated by China’s CNOOC Uganda Limited, the transformation is now visible on the ground.
The development comprises four well pads and 31 development wells and is designed for peak production of about 40,000 barrels per day, according to Engineer Irene Bateebe, the Permanent Secretary Ministry of Energy and Mineral Development.
CNOOC President Dr Liu Xiangdong said the project’s Central Processing Facility achieved mechanical completion on August 24, while 22 wells had been drilled.
“Today, we can see how far the project has come,” Liu said, recalling CNOOC’s entry into the project in 2012 and President Museveni’s subsequent involvement in its development.
“Kingfisher is only half of Uganda’s planned upstream production system. The larger Tilenga project, operated by TotalEnergies EP Uganda, is designed to produce approximately 190,000 barrels per day at peak output. Together, the two developments are expected to reach around 230,000 barrels per day,” Eng. Bateebe said.
But getting oil out of the ground is only one part of Uganda’s ambition. Because Uganda is landlocked, its crude must travel hundreds of kilometres before reaching international markets.
“The solution is the 1,443-kilometre East African Crude Oil Pipeline (EACOP), running from Kabaale in Hoima to the Chongoleani Peninsula near Tanzania’s Tanga port. The insulated pipeline is designed to transport up to 246,000 barrels per day,” the PS stated. EACOP had reached 92.7 percent overall completion by September 1, according to the pipeline company, placing the export infrastructure alongside the upstream projects in the final stretch towards first oil.
President Museveni said the pipeline is central to the economics of Uganda’s petroleum strategy. He added that transporting crude through EACOP would cost about US$12.77 per barrel, while refining petroleum domestically could eliminate the export transportation cost for crude that is processed in Uganda. The President also portrayed oil development as an energy-security strategy rather than merely an export business.
The government plans to develop a 60,000-barrel-per-day refinery at Kabaale, alongside a multi-products pipeline and petroleum storage infrastructure. The refinery is currently in the pre-final-investment-decision phase following the effectiveness of an implementation agreement with Alpha MBM International LLC-FZ.
The strategy is consistent with Uganda’s National Oil and Gas Policy, which envisages the utilisation of petroleum for domestic energy needs, refining and export. Uganda’s petroleum laws similarly require the sector to be developed in a manner that secures optimum benefits for present and future generations.
Museveni said associated gas that might otherwise have been flared at Kingfisher will instead be used to generate electricity, with officials putting the facility’s capacity at about 80 megawatts. Additional gas will be processed into liquefied petroleum gas for cooking.
“No flaring of gas,” Museveni declared, presenting the decision as evidence that Uganda intends to extract value from more than just its crude. Article 244 of the Constitution vests petroleum in the Government on behalf of the people, while the Petroleum (Exploration, Development and Production) Act, 2013 requires sustainable development, public safety, environmental protection, national content, transparency and accountability.
The Public Finance Management Act, 2015 establishes mechanisms including the Petroleum Fund and provides the framework for managing petroleum revenues.
Uganda has also been a member of the Extractive Industries Transparency Initiative since 2020, although EITI has said further work is needed on areas including contract and beneficial-ownership disclosure and civic participation-URN.
