Massive scandal erupts at Uganda Tourism Board-UTB

A top manager at Uganda tourism board UTB has been dragged to KCCA labor office after the governing board refused to reprimand him for sexually harassing dozens of female employees.

 

The sexpest (names withheld for legal reasons) previously worked at three government entities from where he was investigated, found guilty and expelled for sex harassment.

 

The governing board at UTB knew about the man’s sex harassment habits but still Gave him the job because he is super intelligent and did well at the interviews. He is one of the 10 top executives at UTB.

Trouble started when he chewed a front desk officer and a receptionist and impregnated both of them.

His wife is an Acholi executive working elsewhere in Kampala and she is very possessive. The UTB manager feared his wife would get to know about the two pregnant front desk officers. This is why he wanted them to abort to bring the entire affair to an end.

 

The girls, who he started chewing during COVID time but impregnated sometime last year, feared for their lives and refused to abort. They also wanted to use the pregnancy to keep getting upkeep money from him.

They refused to abort, causing him to try to cause them to be expelled claiming they were insubordinate and in a habit of coming late at work. He also accused them of flouting the HR manual by consistently failing to hit their targets.

 

He caused one of the girls to be removed from the list of staff eligible to benefit from the medial insurance scheme.  The manager tried to use some of the UTB drivers to spy on one of the girls, which made life even more unbearable.

 

One of the girls, who had just enrolled for a degree at Mubs to upgrade from the ordinary diploma to increase her chances to be promoted, got frustrated and filed a complaint to the UTB governing board. Some of the UTB drivers encouraged her to do this, saying the sex-pest manager had become too much.

 

When the board didn’t act, after one of the board members sneaked in a lawyer who advised that they had no power to intervene in a sex affair of two consenting adults, the girl felt helpless and betrayed. She escalated the complaint to the labor court at KCCA. Even at KCCA, not much was done and this was after the manager used his connections to kill the case.

 

Inaction of both KCCA and the UTB governing board caused the manager to become even more active, bombarding female staffers at UTB headquarters.

There is a Munyankole lower level manager he bedded and declared she was the sweetest he had ever sampled. In appreciation, he surrendered one of his bank ATM cards and the pin code.

The girl decided to go to the account at the end of the month when the salary had just been paid and she went and, in bits, withdrew up to 16m from the top manager’s account.

This created serious problems between for the manager and his Acholi wife who demanded to know where money for that month had gone.

The female supervisor who had removed the money came under a lot of pressure from the manager’s wife and left UTB and got a job with a top ICT entity near Kololo.

This was after the manager tried to influence the CEO to fire her over alleged incompetence, insubordination and late coming.

 

There are also two male supervisors who had to quit UTB after the sex-pest manager declared a war on them. He would insult and humiliate them in staff meetings with words like ‘you are jokers, you are dead wood and hopeless.’ He went on to bypass the HR and write for them warning letters even when they had done nothing wrong.

 

It later on turned out they had become boyfriends to two female employees he was interested in. Over the years, he had asked the two girls out and both of them declined. This made him transfer the anger on the two young dudes who had their proposals accepted by the two very beautiful girls.

 

Yet to the girls he is interested in and who agree to sleep with him, the same manager can be very kind and generous. He includes them on the list of those to go for bench marking trips abroad so that they get the per diem and he also writes for them reports upon return.

These reports are eventually addressed to him and he is the one who considers rates such reports, sometimes. He will praise such girls in staff meetings bedsides recommending them to the CEO and HR for promotion.

 

There is a beautiful girl who would get promotions almost every year when she was under his supervision and everybody knew this was after he had eaten her. The girl, who continues to work at UTB, doesn’t have to do any work.

All she does is to come at work and clock in and go to her desk. She just sits on the computer and does nothing because the manager boyfriend does everything for her including monthly reports, on which she only appends her signature.

 

She recently bragged to her friends that UTB has been her best place of work because she gets free money and in the last financial year alone, she bragged to have read and completed 70 novels and biographies of world leaders because she had all the time in the world.

She has indicated to close friends she will immediately quit and leave UTB the moment her manager boyfriend leaves the organization. She simply can’t figure out having to begin to write the reports herself.

 

Another girl tried to disrespect the former CEO after her manager boyfriend told her everything how the former CEO was very lazy and not the best person to head an organization like UTB. He told the girl how the boss was a non-performer who was only surviving on the mercy of the board.

 

Sometime last year, two girls in the department of meetings, incentives, conferences and events MICE went to war after the manager used and dumped one of them for the other.

Insiders say that each time there is a restructuring season, that’s when this very influential manager chews babes more. They become desperate to save their jobs and become vulnerable to his sex demands.

 

Sometimes he influences top management to do restructuring in order to increase his chances to chew desperate babes inside UTB. It always ends very well for those who treat him generously to the extent that he can influence management colleagues to create new positions for his favored girls to land unexpected promotions.

Always vocal in management meetings, he can cause management to create malicious key performance indicators KPIs in order to fix young dudes who stand in his way to chew babes inside UTB, which has about 60 employees, majority of whom are females. His catchment area expands to include desperate beautiful young girls working for service providers like cleaning and catering firms which have to offer daily services at UTB premises.

 

There is a time he fought a young dude over a babe and when he petitioned, the board ignore his written complaint on grounds that they couldn’t act on anonymous whistle blower. They demanded that those who had complaints against the manager should come out openly and appear before the board committee to give evidence, testify against the manager.

 

Naturally, no one could risk doing that hence enabling the manager to limp on to another day. Sources say that even the UTB board fears to annoy this sex-ploitative manager because he is a Mr. Fixer who helps out to silence things at places like auditor general, parliament, SHACU and the IGG. One time the head HR Christopher Mwesi got concerned to see this manager usurping his powers when it comes to reprimanding staff who make mistakes but he lost the war when nobody in the board was willing to hear him out.

 

There is a time everyone was required to come to work on Friday wearing UTB uniform but the sexually exploitative manager’s girlfriends would be aided to breach that rule, which made the head HR to seem powerless.

Several staff surveys conducted among UTB staff have repeatedly indicated some staff members are very unhappy with the work place environment and an accusing finger has been directed at sex harassment orchestrated by this same manager yet the board never does anything to him.
