The distribution of the second batch of hoes in Luwero District has been halted as district leaders demand accountability for the first consignment before releasing more tools to households. Luwero District LC V Chairperson Erastus Kibirango has directed sub-county officials and LC I Chairpersons to submit verified lists of households that received hoes during the first phase of the government agricultural support programme and those that were left out.
The directive follows the delivery of 63,401 hoes to the district this month, adding to the 100,400 hoes distributed in January 2026. The two consignments bring the total number of hoes received by Luwero to 163,801. The programme is intended to provide one hoe to each of the 167,441 households in the district to support agricultural production.
However, Kibirango says the second batch will only be distributed after local leaders account for the first phase and confirm the rightful beneficiaries. He says the verification process will help identify households that benefited, those that were missed, and prevent duplication during the next phase of distribution.
Kibirango alleges that the first distribution was affected by political interference because it coincided with the election campaign period, with some politicians allegedly diverting hoes to their supporters and campaign agents. “Each household in Luwero District is entitled to receive a hoe, and we must ensure that this objective is achieved. We need verified lists to determine who received the hoes in the first phase and who was left out before another distribution is carried out,” Kibirango said.
He warned that areas whose leaders fail to provide accountability records will not receive the second consignment. The directive comes as villages prepare for another round of Local Council I elections, raising concerns that the distribution exercise could again be politicized.
Luwero Resident District Commissioner Mariam Nalubega has cautioned local leaders and technical officers against favouring beneficiaries based on political affiliation, family ties, or personal interests. She said the hoes are public resources meant for all eligible households regardless of political background.Nalubega also warned against theft or diversion of the agricultural tools, saying any public official found involved would face arrest and prosecution.
Luwero District Chief Administrative Officer, Friday Kyomya, has also directed sub-county chiefs to follow the distribution guidelines and ensure that only households that missed out during the first phase benefit from the second batch. Kyomya said officials will be held personally responsible for any cases of diversion, favouritism, theft, or distribution to ineligible beneficiaries. The accountability exercise will determine when the second batch of hoes will be released as district authorities seek to ensure the agricultural support programme reaches all intended households-URN.
