The Principal Judge, Lady Justice Jane Frances Abodo, has officially opened a two-day training on the Electronic Court Case Management Information System (ECCMIS) for Judicial Officers at the Supreme Court Conference Hall, Level 7. Lady Justice Abodo described the training as a significant milestone in the Judiciary’s ongoing efforts to modernize court processes through technology.
She noted that ECCMIS is central to improving efficiency, transparency, and access to justice, adding that the system has already been rolled out in several court stations and will continue to expand across the country. She emphasized the critical role of Judicial Officers in the successful implementation of ECCMIS, urging them to fully embrace it and ensure accurate data input. Justice Abodo cautioned that incorrect or incomplete data undermines decision-making and fails to reflect the Judiciary’s actual workload.
The Principal Judge highlighted that ECCMIS is a practical case management tool designed to support Judicial Officers in their daily work, including instant access to court documents and improved case reporting. She expressed confidence that the training would equip participants with the necessary skills to effectively use the system. Encouraging active participation, Lady Justice Abodo urged the officers to engage fully, ask practical questions, and understand how the system applies to their day-to-day responsibilities.
She described ECCMIS as a “game-changer” in advancing a modern, technology-driven, and people-centred justice system. She stressed that the success of the system depends on its users, noting that without proper utilization, it will not achieve its intended purpose despite the investment made. The Principal Judge commended the Judiciary and the trainers for their continued efforts and officially declared the training open.
Earlier, the ECCMIS Project Manager, Mr. Joseph Ssinabulya, introduced participants to the System and outlined its key objectives, including promoting access to justice through instant access to case information, enhancing accountability through effective tracking and performance monitoring, improving efficiency by saving time and costs, strengthening transparency through automated alerts on case stages, and ensuring information security by minimizing loss of case files. Computer Programmer Mr. Brian Oryema is among the facilitators guiding participants through the system’s features and functionalities.
The training aims to equip Judicial Officers with practical skills in ECCMIS usage, including user registration, e-filing, and comprehensive case management. Among those in attendance are the Head of Mbarara High Court Circuit, Justice Allan Nshimye, Resident Judge of Mbarara High Court, Justice Kwemara Kafuuzi, the Court’s Registrars, and other judicial officers from courts under Cluster 8.
