Fishmongers at Humukungu landing site in Lake Katwe have voiced strong opposition to a recent government directive aimed at restoring order on Lakes George and Edward. The measures, which include limiting each landing site to 33 boats and restricting operations to four fishmongers per boat, were introduced to curb overfishing and protect declining fish stocks.
However, local fishmongers say the rules are unfair, impractical, and threaten their livelihoods. Yowasi Mugenyi, an 87-year-old fishmonger with more than 60 years of experience, described the directive as harmful to their income, noting that fishing remains their only source of livelihood.
He argued that the policies do not prioritize the indigenous community, which he said should have free access to the waters, adding that the community has historically played a role in conserving the lakes over the years.
Local leaders, including James Rwakasenyi, chairperson of the Lake Katwe Fisheries Management Committee, said the new restrictions have created operational challenges and rising social tensions among fishmongers. Rwakasenyi noted that the regulations force multiple fishermen to share one boat, while daily returns remain unchanged, a situation he warned could escalate into insecurity if not addressed.
Women involved in fish vending at the landing site also expressed concern. Asiimwe Grace, a prominent fish seller, said the restrictions have led to significant financial losses, making it difficult to pay school fees and meet household needs. She added that such regulations should have been developed in consultation with those engaged in the fishing business.
Adding to the concerns, Ndyanabo Paul, a local fishmonger, blamed the Resident District Commissioner’s office for poor handling of the policy rollout. He said the new rules are unrealistic and risk destroying livelihoods in the fishing community. When approached for comment, the Resident District Commissioner declined to speak to the press-URN.
