DICK NUWAMANYA: Here’s what I intend to do upon joining CEC as NRM Vice Chairman for western region- Reflections from the Village

My candidature will extend the frontiers of NRM’s Musevonomics all the way to the wananchi’s Economic Agenda! Our great National Resistance Movement, forged in the fire of liberation and sustained by visionary leadership of Chairman and President H.E. Yoweri Kaguta Museveni, stands at a pivotal moment.

The core principle that has driven our party since its inception is the upliftment of the “ Wanainchi” – the ordinary citizens who are the bedrock of our party and nation. “The people” are its strength. The grassroots people, from its foundation todate.

President Museveni in his 2021 Manifesto and 2023 state of the Nation Address articulated a vision that emphasises wealth creation through the Parish Development Model (PDM) and Agro-industrialisation to transition households from subsistence to the money economy. I listened to him. I learned from him and my expertise in rural development and international economics aligns with this vision and approach to socioeconomic transformation of Wanainchi.

He has led in identifying households’ bottlenecks and challenges to wealth creation, mobilising resources, organising households and communities into wealth creation activities. In my work as a President of Uganda National Farmers Federation, I draw into this leadership and inspiration in identifying, mobilising, organising and empowering households at farm level into household enterprise groups and associations, empowering individuals within groups with skills and opportunities, to advance the work of the President in creating wealth at household level.

I am the right candidate for the party to deputize him and crusade this approach, rally party members in the villages, one village after another.  This will result in socioeconomic resilience of the households, strengthening NRMs membership at grassroots, guaranteeing electoral success and sustained power and ultimately accelerated socioeconomic transformation of the country.

I have empowered farmers with modern techniques, value addition propositions, market access, all reflecting the Party Chairman’s call for agricultural modernisation in his 2024 NRM Liberation Day Speech. In the Western Region, I intend to scale these efforts up, turning households into engines of wealth creation.  Socio-economically empowered party members are loyal, active, and motivated, forming a solid foundation for the NRM to win elections and govern effectively, while contributing to Uganda’s development as a food basket and economic hub in the region.

My pro-Wanainchi approach, intellectual rigor (with a PhD in International Development Economics) blended with grassroots realities, confers me an advantage over others for Central Executive Committee Vice Chairman Western Region and offers a chance to embrace a leadership that truly reflects the aspiration of the Wanainchi with an approach dedicated to identifying, mobilising, organising, and empowering Ugandans in the rural sector for socio-economic transformation at the household level.

I trained as an international development economist with a PhD from Geneva Switzerland, I have accumulated a set of skills and expertise in mobilising for rural development that offers a unique perspective to my party NRM. My global expertise in economic systems complements my deep connection to Uganda’s rural communities, where I have walked alongside farmers- women farmers, youth farmers, farm traders, listening to their struggles and celebrating their resilience.  I believe this is the commitment needed to unlock the potential of every Ugandan household to drive inclusive growth & party grassroots strength.

Further, my academic background in international economics equips me to navigate global trade dynamics and position Uganda as a competitive player on the world stage. Even when my heart remains in the villages of Uganda, where I have witnessed the resilience of ordinary Ugandans. This duality—an intellectual with a common man’s approach—defines my candidacy. I am committed to translating complex economic ideas into actionable solutions that empower the Wanainchi.

The NRM has a proud legacy of championing Ugandans’ aspirations. To sustain this, we need leaders who can bridge policy formulation with grassroots impact. I am that leader. My Vice Chairmanship pledges to keep the NRM a party of the people, prioritizing household-level empowerment to tackle poverty, unemployment, and food insecurity while fostering sustainable growth.

I am a second generation movementist. I will be transitional leader connecting the NRM’s first generation pioneers with the youth joining the party- the future of our movement. My rural development expertise grounds me in the wanainchi’s struggle, while my international economics training enables me to integrate Uganda’s rural economies into East African and global markets, aligning with President Museveni’s pan-Africanist vision. This dual perspective ensures that the NRM remains a dynamic, inclusive force, capable of retaining power and advancing Uganda’s geopolitical position among nations.

My candidacy will deliver on the following four key pillars:

  • Empowering Households: By identifying, mobilising, organising and empowering households into wealth creation activities and integrating their farm produce in local, national, regional and global market value chains.
  • Inclusive development: As a “Mobile Think-tank” I will champion policies that uplift women, youth, and marginalized groups, reflecting the NRMs democratic principle and fostering a broad, loyal membership.
  • Strengthening Communities: Organizing farmer groups, associations, cooperatives and savings groups will enhance collective resilience -collective wealth creation and economic power of the party and country.
  • Fostering Innovation: Leveraging my economic expertise, I will advocate for solutions that integrate rural economies into global markets.

Call for action: On 27th and 28th August 2025, NRM delegates will shape the party’s future.  A strong NRM, built on socio-economically transformed household party members will continue to win elections, retain power, and drive Uganda’s development. As an ideological son of the movement, I pledge to transform the Western Region and the country at large, empowering every household to contribute to NRM’s strength and Uganda’s global standing.

Vote for me, Dr.Dick Nuwamanya Kamuganga, as National Vice Chairman, and together, let us build a prosperous, united NRM that leads Uganda to new heights- One household, one village, one nation at a time.
