Police in Napak District have arrested John Lokori, the chairperson of Oinakinos People with Disabilities (PWD) group in Ngoleriet Subcounty, for allegedly extorting and defrauding money from group members. Lokori was apprehended on Wednesday afternoon on the orders of Napak Resident District Commissioner (RDC), Milton Odongo. His arrest followed allegations that he swindled 1.77 million shillings from five members of his group.

According to Odongo, the suspect was arrested during a routine district service delivery monitoring exercise. He said Lokori, along with another suspect, Thomas Lori—the group secretary who is currently on the run—reportedly deceived five elderly and physically disabled women into withdrawing 1.7 million Shillings from the group’s account, claiming the funds would be used to purchase food.

The women, some of whom had to be transported to the meeting venue using a wheelbarrow, told officials that the duo promised to buy them sorghum. However, Lokori later delivered poor-quality sorghum mixed with sand and infested with weevils. In a related development, the district security committee is also hunting for two officials from the Too Ekile youth cattle group over similar accusations of embezzlement.

Daniel Lokote, the group secretary, is accused of misappropriating 1,040,000 Shillings, while Mary Grace Angela, the group treasurer, allegedly vanished with 630,000 Shillings. Odongo said the funds in question had been provided under the Youth Livelihood Programme as a revolving fund during the 2023/24 financial year. The fraud was reported to the police by group chairperson Daniel Aile under reference number SD Ref No.35/09/07/2025. Odongo emphasized that the crackdown on corruption in Napak is part of his ongoing efforts to eliminate individuals sabotaging government programs and to improve service delivery in the district.
