EOC Investigates Recruitment of Sironko District Health Officer

The Equal Opportunities Commission (EOC) has launched investigations into allegations of irregularities in the recent recruitment of a District Health Officer (DHO) for Sironko District.

In a letter dated 12th May, 2025, summoning the CAO, DSC Chairperson, DSC Secretary and Principal Human Resource Officer, the EOC alleges discrimination, marginalisation and unequal treatment in the recruitment process.

The recruitment exercise, conducted by the Sironko District Service Commission earlier this month, was questioned by councillors, led by Yeku Gudoyi, councillor for Bubeza Sub-County. Gudoyi alleges that the recruitment process was flawed, as the district service commission failed to advertise the position in the media twice, as required by law.

According to Gudoyi, Paul Wakoko, who had been acting in the position, was promoted without a competitive process. He also claims that the Chief Administrative Officer (CAO), Nelson Kiranda, had a vested interest in promoting Wakoko and expedited the process within a week.

Following Gudoyi’s petition, the EOC has intervened, ordering the CAO to present several documents to their offices on May 29th. The documents include a copy of the advert, clearance from the Ministry of Public Service to conduct the recruitment, and the employment file for Dr. Wakoko.

When contacted for comment, Kiranda declined to speak about the matter, saying that it was a court issue. The investigation by the EOC will determine whether the recruitment process was indeed irregular and if any laws were broken-URN.
