Police Arrest Alleged Leaders of Most Wanted Robbery Cartel in Luwero

Two suspected ringleaders of a notorious criminal gang believed to be behind a wave of violent robberies in Luwero District in recent months are in police custody. The suspects, identified as Hakim Ssekandi alias “Kimiyoo” and Shaban Sserugga, popularly known as “Dog City”, were arrested during intelligence-led operations targeting criminal groups accused of orchestrating aggravated robberies, burglaries, and thefts in the district.

What initially appeared to be isolated criminal incidents has evolved into a persistent security threat, leaving many residents living in fear and forcing some others to abandon moving at night. Savannah Regional Police Spokesperson Sam Twiineamazima says the two suspects, who were arrested from Matugga in Wakiso District, are believed to be key members of a gang that has been terrorizing residents in several urban centres across Luwero.

According to Twiineamazima, preliminary investigations indicate that the group has been behind a series of attacks in Wobulenzi, Bombo, Kasana, and Luwero Town Councils, where victims were reportedly assaulted using iron bars and paving stones before being robbed of cash, mobile phones, and other valuables. Several streets in town councils along the Kampala-Gulu highway have reportedly become unsafe after 10:00 p.m., with residents accusing armed gangs of ambushing travellers and pedestrians during night hours.

He says during interrogation, Ssekandi allegedly confessed to participating in several aggravated robberies, burglaries, and thefts committed in different parts of Luwero District. Police say information obtained from Ssekandi led to a follow-up operation in the Kawanda–Matugga area on June 23, 2026, resulting in the arrest of Sserugga alias “Dog City”.

The two suspects are currently being held at Luwero Central Police Station as investigations continue, while police pursue other members of the suspected criminal network who remain at large. Police say the suspects’ group would reportedly move from Matugga to different parts of Luwero District to carry out robberies before returning to their base.

Twiineamazima has commended members of the public for providing information that helped security agencies trace the suspects, urging residents to continue sharing intelligence to support efforts against organised crime. The arrests come amid growing concerns over crime levels in Luwero District. The 2025 Police Annual Crime Report shows that the district recorded 3,123 criminal cases, making it the second highest in the country after Wakiso District, which recorded 3,177 cases.

The report highlighted increases in cases of robbery, theft, burglary, mob action, aggravated defilement, and land-related disputes. Police say they are strengthening policing structures through the sub-county policing model to improve response to crime and enhance security across the district.
