Resident District/City Commissioners (RDCs) have been asked to employ evidence-based approaches when monitoring government programmes.
This call was made on Wednesday by Hajji Yunus Kakande the Permanent Secretary in the Office of the President while opening a three-day capacity building workshop for RDCs and their Deputies, Regional Internal Security Officers (RISOs) and District Internal Security Officers(DISOs) drawn from Bukedi and Sebei Sub-regions.
The training is being held at Wash and Wills Hotel in Mbale City.
According to Kakande, the government has injected substantial amounts of money in various programmes and the RDCs are charged with the responsibility of ensuring their success by following up and exposing cases where corruption and misuse of public funds is cited.
Kakande said that RDCs should not be seen to be at war with technical officers in Districts and Cities but rather use evidence based methods such as carrying out spot checks on government projects.
Maj. Martha Asiimwe the head of the RDC Secretariat in the Office of the President said the training aims at equipping the RDCs with skills and knowledge in proper following up of the various government programmes that are being implemented.
Albert Amula, the Deputy RDC for Tororo is in support of evidence-based monitoring saying that it will help them in setting measures for the proper implementation of the government programmes in their areas of jurisdiction.
Kyeyune Ssenyonjo, the Butebo RDC, says that evidence-based monitoring and working hand in hand with the technical officers at the District has helped in finding remedies to challenges in the implementation of government programmes.
