The Kampala Capital City Authority (KCCA) City Hall Court has remanded two individuals to Luzira Prison on charges of unauthorised possession of examination materials, contrary to the Uganda National Examinations Board (UNEB) Act.
The accused are Hillary Abaasabyona, 27, a resident of Kakika Cell, Kakika Ward, North Division in Mbarara City, and Rinet Tusubira, 24, a resident of Muyenga Zone, Buwenge Town Council in Jinja District.
The duo appeared before Senior Principal Grade One Magistrate Nicholas Aisu, who charged them with three counts, including forgery, offences related to official stamps under the Penal Code Act, and conspiracy to commit a felony.
According to the prosecution, Tusubira was found in unlawful possession of materials related to a UNEB examination in October 2025. He allegedly had the content under his control, knowing it was unauthorised and intending to use it, in violation of the UNEB Act.
Prosecutors further allege that between November 2024 and October 2025, Abaasabyona forged several official documents, including UACE examination papers, university transcripts, certificates, identity cards, and security seals from Kyambogo University, Makerere University, and Bishop Stuart University.
It is also alleged that in June 2025, Tusubira and Abaasabyona conspired to forge a Kyambogo University Grade III Teacher’s Certificate and an examination result slip in Tusubira’s name, pointing to a coordinated attempt to falsify academic credentials. While Abaasabyona denied the charges, Tusubira pleaded guilty.
However, State Attorney Mercy Yamangusho told the court that she was not ready with the brief facts of the case detailing how the offences were committed and requested more time.
The magistrate remanded both accused to Luzira Prison until October 17, 2025, when the prosecution is expected to present the brief facts before Tusubira is convicted. The arraignment comes just hours after UNEB commenced the Uganda Certificate of Education (UCE) Senior Four examinations across the country.
