Security authorities have confirmed the detention of two leaders from Abwong Parish, Akali Sub-County in Kwania District over alleged mismanagement and extortion of money from beneficiaries of the ongoing cattle restocking programme.
The suspects, identified as Vincent Otile, the LC2 Chairperson, and Conny Ejang, the Parish Chief of Abwong Parish, were detained on Monday after being summoned to record statements at Kwania Central Police Station. Investigations indicate that on 26 May 2026, during a community meeting organised by residents of Abwong Parish, it was discovered that out of 10 listed beneficiaries in the parish, only four were actual residents of the area.
According to reports, Ejang, together with Otile, allegedly enrolled non-residents from other sub-counties and districts into the programme with the intention of sharing the funds disbursed by the government. Caesar Obada, the Assistant Resident District Commissioner of Kwania District, confirmed the arrests, saying investigations are nearing completion and that the suspects will soon be charged in court.
Similarly, Nicholas Akwang, the Principal Assistant Secretary of Kwania District and focal person for the restocking programme, confirmed the arrest and urged witnesses to come forward and provide further evidence to the police.
Meanwhile, Kwania District LC5 Chairperson George KK Akaca said several similar cases have been reported in other parishes, but action has only been taken in Abwong Parish, where sufficient evidence has so far been gathered. He urged residents in other areas to present evidence to enable police action.
Earlier in May, Kwania District rolled out the distribution of 2.4 billion shillings under the cattle restocking programme, with each beneficiary household receiving 5 million shillings, equivalent to five heads of cattle.
