The ruling National Resistance Movement (NRM) party in Arua City has opened applications for the position of Administrative Secretary, introducing a formal recruitment process to replace the previous practice of appointing office holders based on recommendations. The Administrative Secretary is responsible for coordinating party activities in the city, mobilising members and implementing national party programmes at the city level.
NRM officials in Arua City said the recruitment follows a circular issued by the party Secretary General, Richard Todwong Awany, to NRM district and city chairpersons across the country. NRM Arua City Vice Chairperson Arafat Rajab said the process is intended to ensure that the party recruits qualified people through a transparent and competitive process.
Arafat said the District Executive Committee (DEC) will receive expressions of interest, verify and shortlist applicants, conduct interviews and recommend three candidates, including at least one woman, to the Secretary General for consideration.
Under the guidelines, applicants must have at least a diploma or its equivalent, be registered members of the NRM and have a proven record of contribution to the party.
The current holder of the position is also eligible to apply. The recruitment process officially started on October 1 and is scheduled to run until October 31, 2026. However, applications will close on October 20, with the remaining days reserved for verification, shortlisting, interviews and other stages of the recruitment process.
The party Registrar will receive the applications and verify the eligibility of candidates against the requirements contained in the Secretary General’s circular.
Arua City NRM Registrar Amagu Tom said his office was ready to begin the exercise and that the party register would be used to verify the membership of applicants. Arua City NRM Women’s League Chairperson Faida Annet encouraged qualified female party members to apply, noting that the guidelines require at least one woman among the three candidates to be recommended.
The press briefing was addressed by members of the NRM Executive Committee in Arua City, led by Arafat on behalf of City NRM Chairperson Bakoko Zoe Bakoru. The meeting was also attended by leaders of the party’s youth, entrepreneurship and Persons with Disabilities leagues.
The final appointment will be made by the NRM Central Executive Committee (CEC), chaired by President Yoweri Kaguta Museveni, after completion of the recruitment process. The move marks a shift from the previous approach in which individuals could be appointed to the position following recommendations, with the party now requiring interested members to formally apply and undergo assessment-URN.
