NRM Leaders in Greater Luwero Ban Outsiders from Leading Museveni Campaigns

The leadership of the ruling National Resistance Movement (NRM) in the Greater Luwero districts has resolved to bar politicians from outside the area from spearheading campaigns for President Yoweri Museveni ahead of the 2026 general elections.

The ruling party officially launched Museveni’s campaign on Tuesday as he seeks re-election for a seventh term. In the previous election, Museveni suffered setbacks in Greater Luwero, losing Luwero District to the opposition, though he maintained a narrow lead in Nakaseke and Nakasongola.

The NRM has now intensified efforts to recapture the lost ground and retain its flagbearers’ seats. Kabuye Kyofatogabye, the State Minister for Kampala Metropolitan Affairs and flagbearer for Nakaseke Central, said it has been common practice for the NRM to deploy leaders from other districts to mobilize support for Museveni.

However, he argued this strategy has failed, claiming many outsiders misuse campaign funds and spend their time in hotels instead of engaging voters. Kyofatogabye stressed that this time, mobilisation will be led by leaders from within the area.

Samuel Buchanan, the NRM Chairperson for Luwero District, also criticized outsiders for lacking knowledge of the local issues and achievements of the party. He asked the NRM Secretariat to empower existing party structures to lead mobilisation for Museveni and flagbearers.

The leaders recalled that during the 2021 elections, party structures had overstayed without fresh elections, leaving many positions vacant. They noted that this is no longer the case, since new leaders were elected recently. Haruna Kasolo, the NRM Vice Chairperson for the Buganda region, emphasized that only local leaders within the structures will manage this campaign, ruling out the deployment of external politicians.

Deputy NRM Secretary General Rose Namayanja Nsereko said the party is committed to empowering grassroots structures to spearhead mobilisation. She noted that Buganda for Museveni rallies will continue to be organized, but these will be led by local Members of Parliament. Namayanja announced that the next rally will take place in Kiwoko Town, Nakaseke District, on Sunday, October 5, 2025. It is being organized by Nakaseke District Woman MP Sarah Najjuma, with support from the NRM Secretariat. The party says it has 30 leaders per village and is confident that this network is strong enough to deliver victory for Museveni and NRM flagbearers.
