More details have emerged into the murder of Assistant Superintendent of Police Emma Bagenda, the Officer-in-Charge of Ntawo Police Station, who was shot dead on Sunday night in an attack linked to suspected robbery. The incident has been classified by Mukono Police Division as murder and aggravated robbery.
According to the official police report (MKN CRB 1708/2025), the incident occurred at around 10:25 pm along Ntawo Road, in Ntawo Cell trading center, Mukono Municipality. Bagenda and Police Constable Jackson Kiyingi, responding to reports of an alleged robbery along Nakabago Road, were riding a motorcycle when they attempted to intercept two suspects on another motorcycle.
The suspects reportedly refused to stop. Bagenda accelerated ahead while Kiyingi jumped off the responding motorcycle. He was later picked up and taken to Mukono General Hospital before being transferred to Nakasero Hospital. Bagenda’s whereabouts were initially unknown, prompting a search led by the Mukono District Police Commander with support from the CID, SOCO, operations, and K9 units.
The body of Bagenda was later recovered, lying face down in a pool of blood with a gunshot wound to the head. Spent cartridges were collected from the scene, and the police confirmed that a gun carried by Kiyingi was taken during the attack. Preliminary investigations indicate that Bagenda and Kiyingi had intercepted suspects travelling from Nasuti Town.
During the attempt to stop them near Ntawo-Nyenje Road, PC Jackson was first shot and fell into an open trench, while ASP Bagenda was fatally shot after moving ahead of the suspects. At the time of the attack, Bagenda was dressed in a dark blue police jacket, grey T-shirt, black trousers, and a single shoe on his left foot.
Following the incident, police opened a case file and searched the scene thoroughly, documenting the findings and recovering vital exhibits, including four spent cartridges. Bagenda’s body was conveyed to Mulago City Mortuary, while Kiyingi Jackson was referred to Nakasero Hospital for treatment. Investigations are ongoing. Police plan to revisit the scene to recover more evidence, examine CCTV footage in the area to identify the suspects and their motorcycle registration, and record statements from witnesses. Cluster information is also being collected to support further inquiries.
