The Luwero Chief Magistrate’s Court has scheduled Thursday, 5th February 2026, for hearing and ruling on applications for a vote recount in the elections of two district councillors.
On 23rd January 2026, Moses Kiconco, the Luwero District Returning Officer, declared Stephen Mutyaba Kasula (NRM) as the duly elected LC 5 councillor for Kamira sub-county, defeating incumbent David Kalungi.
According to Electoral Commission results, Mutyaba scored 1,103 votes, while Kalungi received 1,030 votes.
The Returning Officer also declared Rehema Musa Abdullah (NRM) the winner of the Nyimbwa sub-county and Ndejje town female LC 5 Councillor seat with 2,773 votes, defeating Irene Nakigudde (NUP), who scored 2,719 votes.
However, on Monday, the two councillors, through their lawyer Erastus Kibirango, filed an application at Luwero Magistrate’s Court challenging the results and declarations.
Kalungi claimed that, according to the computation of results on the declaration forms, he actually scored 1,040 votes, defeating Mutyaba, who received 975 votes.
He added that the results were later altered, citing Nambeere polling station, where he got 119 votes and Mutyaba got 82 votes.
On the tally sheet, however, Mutyaba was credited with 210 votes while Kalungi’s votes were reduced to 109. Nakigudde said that according to declaration forms, she won the seat with 2,685 votes, while her rival received 2,598 votes, but the results were later altered to declare her opponent the winner.
On Tuesday, the applicants and the councillors-elect appeared before Chief Magistrate Esther Adikin, who noted that the parties were served with the application late and thus had not yet compiled their defense.
Adikin ordered the councillors-elect, Stephen Mutyaba and Rehema Musa Abdullah, along with the Electoral Commission, to file their defense by 4th February 2026.
She added that the applicants should file any rejoinder by 12 pm on 5th February, before the application is heard and determined at 2:00 PM the same day.
This is the first vote recount application filed in Luwero district since the Parliament and LC 5 council elections in January 2026.
