Residents of Kitanga Parish in Kashambya Sub-county, Rukiga District, have petitioned district authorities over what they describe as the abandonment of the Kantare–Rushekyera–Nyarubisi–Butambi Road project, saying the delayed works continue to affect access to healthcare, education, and markets.
In a letter dated June 7, 2026, and signed by more than 30 residents of Nyarubisi Village, the community asked the Rukiga District Chief Administrative Officer to intervene and ensure completion of the road project, which they say was expected to transform livelihoods in the area. The road project commenced in 2022 and was being implemented by MOHA Construction Company Limited under the Agriculture Cluster Development Project (ACDP), funded by the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF).
The project was intended to improve agricultural productivity and market access for rural communities, while also enhancing connectivity between Rukiga District and neighbouring Rubanda District through Butambi in Nyamweru Sub-county. Justus Tirwomwe, the LC1 Chairperson of Nyarubisi Village, said residents continue to face numerous challenges due to the poor state of the road.
He noted that the community lacks reliable transport and that some patients are still carried to health facilities on traditional stretchers because vehicles cannot easily access the area. Tirwomwe added that school-going children are forced to walk long distances to access education, while farmers struggle to transport their produce to markets. He said completion of the road would improve access to essential services and boost household incomes.He also questioned why residents continue to participate in elections yet remain deprived of basic services that are available in other parts of the district.
Joram Niwagaba, the District Councillor representing Kashambya Sub-county, criticized the district works department for failing to complete the road and rehabilitate other roads within the sub-county. He urged the responsible authorities to expedite the works and address the growing concerns of residents.
However, Rukiga District Engineer Deogratious Mutabazi said the Shs1.06 billion project was designed to cover only three kilometres of road and the construction of a reinforced concrete bridge. Mutabazi explained that the contract was awarded and managed at the ministry level. Although the contractor delayed implementation, he said all works within the contracted scope were eventually completed.
He further clarified that the project’s planned distance did not extend to Nyarubisi and Butambi as some residents had expected. According to Mutabazi, district leaders will engage the relevant authorities to explore the possibility of extending the road so that residents of Nyarubisi can also benefit from improved road infrastructure-URN.
