The Ministry of Local Government has ordered the immediate interdiction of 13 Hoima District and City officials over allegations of corruption, abuse of office, sale of government jobs and causing financial loss to the government.
The officials have also been directed to step aside to allow investigations by the State House Anti-Corruption Unit and other relevant government agencies.
In a letter dated October 16, 2026, addressed to the Hoima Chief Administrative Officer and the City Clerk, the Ministry’s Permanent Secretary, Ben Kumumanya, said the decision followed complaints raised during a meeting convened by the Minister of Local Government, Balaam Barugahara, on October 9.
Kumumanya cited allegations of gross negligence of duty, abuse of office, mismanagement of public resources and possible financial impropriety, which he said had compromised service delivery in the district and municipality.
“Accordingly, it has been decided that the officers be interdicted to pave the way for investigations by the State House Anti-Corruption Unit and other relevant government agencies,” Kumumanya wrote.
The interdicted district officials include Harriet Kihumuro, the District Education Officer; Robert Kyomuhendo, the District Inspector of Schools; Joel Munyagire, the Senior Human Resource Officer; Simon Kiiza, the Acting Secretary of the District Service Commission; Anthony Ayesiga, the District Labour Officer; and parish chiefs Monica Katusabe and Rasito Kasigwa. The Hoima City officials are Godfrey Muhumuza, the City Physical Planner; Robert Byaruhanaga, the City Natural Resource Officer; Bonaventure Kiiza, the City Engineer; Johnson Kusiima Baingana, the City Principal Education Officer; Milton Asiimwe, the Secretary of the City Service Commission; and Carolyne Nyamahunge, the City Inspector of Schools.
Munyagire was among the officials accused of alleged extortion, corruption and selling government jobs during Barugahara’s visit to the area under the Expose the Corrupt Campaign.
During the October 9 meeting, several complainants alleged that they had paid between Shs10 million and Shs30 million to secure government jobs but were never appointed. The interdictions are part of a wider crackdown on alleged corruption in the Bunyoro sub-region.
Three days earlier, the Ministry ordered the interdiction of 12 officials in Buliisa District over allegations of corruption, sale of government jobs and causing financial loss to the government.
On Wednesday, Kumumanya also ordered the interdiction of eight officials from Masindi District and Municipality over similar allegations.
The interdictions followed Barugahara’s visits to the Bunyoro sub-region under the Expose the Corrupt Campaign, during which he ordered action against officials accused of corruption, extortion, mismanagement of government projects and causing financial loss.
The investigations are expected to establish the circumstances surrounding the allegations and whether public resources were misused. The allegations against the affected officials have not been established as findings of wrongdoing-URN. Give us feedback on this story through our email: kamwokyatimes@gmail.com
