The Kampala Capital City Authority (KCCA) has distanced itself from two men who appeared in mainstream and social media after being charged in connection with alleged rape and computer misuse offences.
The two men, identified as Ismail Osena, 36, and Julius Mukisa, 21, were arraigned before the Buganda Road Court on Tuesday and remanded over separate charges arising from the same incident.
The prosecution, led by Diane Hope Masawi, told the court that on September 22, 2026, at ABC2 New View Guest House in Kampala, Osena allegedly had unlawful carnal knowledge of a university girl who was in her first year.
In a separate case linked to the same incident, another man, Julius Mukisa, 21, alleged to be a KCCA enforcement officer, was charged with cyber harassment contrary to Section 25(1), (2)(a) of the Computer Misuse Act.
To commit the offense, a first year univerity girl walked on the green belt of KCCA in the city center and was arrested by the dual. Osena lured the girl and took her to the guest house and had sex with her without her consent.
After the act, he took her nude pictures and shared them with Mukisa who started threatening the girls of releasing her nude pictures in abid to meet her. The girl reported to police which later arrested the two and brought them before court yesterday.
Daniel NuweAbine, the authority spokesperson, told URN that the said persons charged in court are not KCCA enforcement staff and not on any staff list, or even the authority scouts that support in the administration of the city or locate the nuisance in the city.
NuweAbine mentioned that KCCA has enforcement arm dressed in blue and black with a camera and there are also scouts under the city ambiance arrangement.
He noted that the KCCA enforcement officers have the mandate to sensitize and arrest, with support from security agencies such as police and the military when the operations are tough.
According to NuweAbine, the Magistrates Court Act allows private citizens to arrest but take the person to the nearest police station immediately.
The Kampala Capital City Authority embarked on a campaign to green Kampala by planting trees along the streets in the city, making it illegal for any person to walk or step on the green belt.
