The Kampala City Hall Magistrates Court has granted a one-million-shilling cash bail to Assistant Superintendent of Police Clive Nsiima, who is accused of assaulting a supermarket attendant. Nsiima, who has been in Luzira Prison for three days, was on Thursday granted bail by the Senior Principal Grade One Magistrate in charge of the City Hall Court.
This was after the Court found that his three sureties were substantial, and the Court, considering the right to presumption of innocence, had no antecedents of having other charges or skipping bail. The Magistrate said there was no evidence to prove that the public was bitter with the actions of Nsiima, as had been stated by the Prosecution’s Mercy Yamangusho while objecting to the bail application.
The sureties were asked to sign a non-cash bond form of 5 million shillings as a commitment that they will make sure that Nsiima doesn’t run away from the trial. The sureties are: Mushabe Daniel Katanyomba, resident of Kisozi Ward, Kyengera Town Council, and an employee of the Internal Security Organization, his brother Mark Igumira, resident of Kyaliwajala Namugongo Kira Municipality, and Cynthia Nkwanzi, resident of 1-8 LC Village in Nakawa Division, whom the Court has found to be substantial.
Nsiima, who serves in the Counter Terrorism Directorate in the Oil and Gas Protection Unit,ran out of luck following a widely circulated CCTV video showing him assaulting a female supermarket attendant at the Shell Kyanja station. This was on allegations that he had refused to clear a 30,000 shillings bill for products he had bought from the supermarket.
In the video in issue, a male adult in civilian clothes is seen slapping someone near the Supermarket Counter twice and bragging about his status on whether the lady has ever driven such a car. He asked whether the Lady thought he would run away with over 100,000 shillings before she was slapped twice on camera. He was accordingly arrested and kept under police custody until three days ago, when he was arraigned before the Court.
He was then charged with two counts, including assault occasioning bodily harm contrary to section 219 of the Penal Code Act and malicious damage contrary to section 312 (1) of the Penal Code Act. The Court heard that N/1817 Clive Nsiima Barigye, on October 7th, 2025, at Shell Petrol Station Kyanja in the Kampala District, willfully and unlawfully assaulted Pellan Atuhumuriize, thereby occasioning her bodily harm. It is also alleged that on the same day, Nsiima allegedly willfully and unlawfully damaged the mobile smartphone Infinix Hot 10 Blue in color, a property of the victim Atuhumuriize.
Nsiima pleaded not guilty to the two charges and asked to be released on bail. Through his lawyer Hamza Kyamanywa, the Court heard that Nsiima has since reconciled with the complainant. However, the Prosecutor Yamangusho has informed the Court that investigations are complete and prayed for a hearing date to start trying Nsiima on the charges against him. Accordingly, the case has been adjourned to November 6th, 2025, for trial to commence.
