Construction of Luwero District Headquarters Resumes After Government Releases Ugx 3B

‎The construction of the Luwero district headquarters has resumed after the government released three billion shillings towards its completion.‎‎

Seven years ago, Luwero district leaders embarked on the construction of the four-storied building to accommodate the district headquarters. The project was to be funded by funds collected from local revenue estimated at 6.7 billion shillings.

‎‎However, the construction stalled due to a lack of funds after the district had injected over 1.4 billion Shillings.

‎‎‎In 2022, Luwero district LC 5 chairman Erastus Kibirango announced a campaign dubbed ‘Luwero Yange’ asking the residents and well-wishers to contribute to the project.

‎‎But the fundraising drive attracted mixed reactions with some residents saying the government ought to complete the building as an appreciation to the area for its contribution towards the National Resistance Army war of 1981-1986.

‎‎The State Minister for Luwero Triangle, Alice Kaboyo, blocked the campaign and instead approached the Ministry of Finance to release funds for the completion of the project.

‎‎After a wait for two financial years, Kibirango said the Finance Ministry released 3 out of 6.7 billion shillings in the first quarter of 2025/26 to complete the construction.

‎‎Kibirango said the district has contracted National Enterprises Corporation, a construction firm of the Uganda People’s Defense Forces, to complete the works, and they are currently on site.

‎‎”I thank the Central government that it finally fulfilled its pledge to complete the construction of the district headquarters. Once completed, it will help to get enough space for offices,” Kibirango said

‎‎Luwero District engineer in charge of civil works, Francis Kasasa, said National Enterprise Corporation is expected to complete the construction works as well as install electricity, cameras, telecommunications, and furniture, among others.

‎‎Kasasa, the works are expected to be completed in 18 months.

‎‎National Enterprises Corporation has since deployed over 150 workers to complete the construction works within the stipulated time.

‎‎Currently, Luwero district staff and Resident District Commissioners are operating in classroom-like buildings constructed two decades ago.

‎‎The completion of the offices is expected to change the facelift of Luwero town and save district staff from operating in the congested offices.

‎‎Meanwhile, the district, through local revenue, has injected 299 million shillings to construct the wall fence in a move to boost the security of government offices.

‎‎ This followed two incidents where thugs stole computers from the offices.‎‎‎

The delayed completion of the Luwero district headquarters and the Luwero hospital maternity ward were among the key issues that were haunting President Yoweri Museveni in the area.

It’s believed that the Government rushed to complete the projects within the campaign period to restore trust in Museveni and lobby support for him.
