Police in Busoga East have arrested Cyrus Mukwana for allegedly defrauding over 38 Million Shillings from 46 job seekers in Mayuge district.

Mukwana reportedly collected money from the unsuspecting victims through his organisation of Refugee Global Uganda-RGU.

It is reported that Mukwana promised to help his victims access government jobs and subsidised loans. But six months later, the victims sought police redress, which resulted in the arrest.

Andrew Bogere says that Mukwana’s plans seemed realistic and sustainable as he seemed to be connected to powerful authorities. Bogere says that, since most of their children had failed to hit the bottle necks and access government jobs at the district levels, Mukwana positioned himself as an alternative to end their predicaments.

Bogere says that his assurance on how state actors only required kickbacks to fix their children in government jobs sounded enticing to the parents, some of whom sold off property to secure these pensionable appointments.

Zahara Naigobe, another victim, says that she paid Three Million Shillings, where One Million was meant to enable her access to an interest-free loan. The Two Million Shillings Naigobe says was classified as facilitation for her two sons to access government jobs following connections from Mukwana.

Naigobe says that she borrowed the money, thinking that her children would finally find jobs and repay in vain. Naigobe says that she is currently living in hiding for fear of money lenders who are always after her, and wants the police to help her recover the money from Mukwana.

The officer in charge of Mayuge police station, Ben Musoke, confirms the incident, adding that enquiries are underway. Musoke says that they have opened up a general enquiry file, where all complainants can register their grievances for further investigations.

Mukwana has since denied the allegations. He says that he only encouraged the complainants to formulate village savings groups from where they can easily access affordable credit to finance their agro-based enterprises.
