Ntungamo Prinicipal Human Resource Officer Interdicted Over Misconduct

The Principal Human Resource Officer, Ntungamo, has been interdicted due to alleged misconduct.

Jennifer Muheirwe is accused of reinstating six public servants on the payroll.

The officers were accused of absconding from work and suspended by the rewards and sanctions committee.

In a letter dated 21st May, written by the Chief Administrative Officer, Fidelis Kiiza, Muheirwe reinstated six officers who had been reported by the District Health Officer for absconding from work for ten years. The officers never appeared before the rewards and sanctions committee to address the accusations as required.

The officers are; Frank Kabireho anesthetic officer Rwashamaire Health center IV, Marion Tumanyane Assistant health officer Kitwe Health center IV, Julius Mbeine Enrolled Nurse Rwoho HC II, Adrian Karuhanga Enrolled Nurse Rukarango HC II, Jeremy Bimanyoha Enrolled nurse Kyamashwa HC II, and Wilber Tumusiime Enrolled Nurse Rwanda HC II.

Muheirwe’s interdiction comes after a letter dated 15th May from Ben Kumumanya, the permanent secretary of the Local Government Ministry, instructing the Chief Administrative Officer (CAO) to suspend her while investigations into her alleged misconduct are ongoing.

It is alleged that Muheirwe reinstated the six officers onto the payroll after the government increased the salaries of scientists.

“As you are aware, that the abscondment for 10 years and reactivation after salary enhancement is very suspicious and unacceptable, according to section A-O, paragraph 24(D) of public standing orders that states that a public officer who after 30 days of continuous absence from duty without permission is terminated without notice”. Reads Kumumanya’s letter in parts.

Kiiza alleges that Muheirwe refused to follow orders from her superiors and acted inappropriately. He says preliminary investigations into her misconduct revealed that she reinstated the officers on the payroll based on forged minutes from the Rewards and Sanctions Committee.

Kiiza says that the six officers were summoned to appear before the committee and later to his office for clearance. However, they refused and instead forged minutes, which the committee members disowned, noting that the meeting never took place-URN.
