A total of over 40 Parish Development Model (PDM) beneficiaries from Burumba SACCO at Bukhaweka Town Council in Namisindwa District stormed the office of the Resident District Commissioner Monday afternoon, in a protest over the delayed release of their money for phase III.
These locals marched about 6 kilometers from Bukhaweka Town Council to the district office after waiting for a year without receiving their funds. Anthony Managali, one of the beneficiaries, said that during registration, they met all the requirements set by the leaders, but they are still unsure why the money has not been released.
Kitongo Murafu also expressed frustration, explaining that they had planned to start projects such as poultry farming and zero grazing, but due to the delay in receiving the money, they have been unable to initiate any projects, leaving them in poverty. Doreen Kakai added that the locals decided to march to the district headquarters to demand explanations regarding the delay in the release of their money.

However, Andrew Wabweni, the Namisindwa District PDM focal person, explained that the delay in payment for the two SACCOs, Burumba located at Bukhaweka Town Council and Butiru located at Bukhabusi Sub-county, is due to a failure in the financial inclusion system.
The financial inclusion system is a government platform used by banks to transfer money to PDM SACCO accounts after the district focal person and parish chiefs present the names of beneficiaries.
Wabweni revealed that the names of Butiru PDM SACCO beneficiaries mistakenly appear on the list of Bukhabusi PDM SACCO, which the system cannot process for payment. He also noted that there was a similar issue with Burumba PDM SACCO in Bukhaweka Town Council.
However, the district has written to the Kampala IT office to rectify the error so that the beneficiaries can receive their funds. Wabweni called for patience among the affected beneficiaries, assuring them that the district is doing everything possible to ensure that they get their money.
