Bushenyi High Court has set October 8, 2026, to hear a judicial review application filed by five district councillors challenging the nomination and appointment of the district vice chairperson and members of the executive committee.
Resident Judge Amos Kwizera also directed lawyers representing the councillors and the respondents to prepare, exchange and file their affidavits before the hearing date. The councillors—Douglas Mucunguzi, David Kakama, Anthony Asingwiire Katwarana, Denis Nayebare and Allan Arinda—filed the application against Bushenyi District Chairperson Prosper Twebaze, District Speaker Silagi Banyanga, alias Fish, and the entire district local government.
The applicants contend that the process used to nominate and appoint the Vice Chairperson and members of the District Executive Committee was marred by procedural irregularities and illegalities. They further argue that the District Executive Committee was not properly constituted. Judge Kwizera directed the lawyers to use the period before the hearing to prepare the necessary affidavits and serve them on the respective parties in time for the court’s consideration.
The case follows an earlier interim injunction that halted the operations of the District Executive Committee. The injunction was later lifted, allowing the committee to resume its functions. District Chairperson Prosper Twebaze said they would wait for the court’s decision, noting that services that had been affected by the injunction are now being delivered-URN.
