Two police constables have been arrested after a 23-year-old boda boda rider was allegedly shot and beaten to death along the Kalongo-Paimol road in Agago District. The deceased has been identified as John Baptist Oyoo, a resident of Namabila Village, Nam Parish, Adilang Sub-county in Agago District.
A police officer, who asked not to be named because he is not allowed to talk to the media, said the suspects are Police Constable Emmanuel Okwir, attached to Paimol Police Station, and Police Constable Abraham Ojuka, also attached to Paimol Police Station.
According to an incident report filed at Kalongo Police Station, the incident occurred at about 3:30 pm on Tuesday, September 1, 2026, in Bardege Cell, Alupere Ward, Kalongo Town Council. The report indicates that Oyoo was riding a motorcycle registration number UFA 055E when he was allegedly pursued by the two officers on a police motorcycle.
Innocent Akal, a resident who reported the incident to police, told investigators that he was heading to a nearby bush to cut trees, about two kilometres from Kalongo Town Council, when he heard two gunshots. Akal reportedly later saw the two police officers chasing Oyoo on a police motorcycle.
Akal further alleged that he heard another gunshot before seeing the two officers beating Oyoo on the head near his motorcycle.
Paul Olwoch, the father of the deceased, said his deceased son was shot when he was returning from Labwordwong Army Training School, where he had taken the national ID of his brother, Ocen Gadafi, who is undergoing training there to join the forces, but had left his ID at home.
Olwoch explained that when Oyoo was returning from Labwordwong, he arrived at Kokil, where a football match was going on, and almost knocked a woman and her child who were coming from a junction. He added that the police officers, who were at the football playground, saw the incident and stopped the boda boda man; however, seeing that he hadn’t wounded the duo, he sped towards Kalongo.
“When the police saw that the boda boda didn’t stop, they went and picked up their motorcycle and gun and started pursuing him and shot his leg, and when he fell, they again shot his armpit, and he died,” Olwoch said. He condemned the police for their act and wondered if there is any law that permits the police to shoot and kill someone powerless.
Police opened a case of murder by shooting under Kalongo CRB 115/2026 and commenced investigations. The scene of the crime was visited and documented by the territorial police of Kalongo Police Station.
Oyoo’s body was retrieved from the scene and taken to Dr. Ambrosoli Hospital mortuary in Kalongo, where it is being held pending a postmortem examination. The two police officers are in police custody at Patongo police Post, as investigations continue. The police said further details would be provided as investigations progress-URN.
