Dennis Adim Enap, the self-proclaimed Uganda People’s Congress (UPC) party president, boycotted the party’s National Disciplinary Committee hearing in which he was summoned to answer queries of insubordination and misconduct.
The hearing, which took place at Garden Inn Hotel in Lira city, saw the committee only hearing the complainant’s witness testimonies as Adim did not show up.
Peter Paul Okello, the UPC Disciplinary Committee Chairperson, explained that the committee commenced proceedings following a complaint lodged by the party’s National Chairperson Brenda Atim Kinyera, alleging misconduct by some party members.
Okello explained that the sitting is an internal arrangement aimed at addressing challenges within the party. regarding Adim’s absence, Okello explained that the committee will come up with a ruling regardless of whether or not he appears because he was notified ahead of time.
On 18th August 2026, Okello, being the party’s chairperson, wrote to Adim Enap, inviting him to a disciplinary hearing before the committee to be held in Lira City. However, Adim wrote to the Lira City Resident City Commissioner informing him of an “unlawful meeting by persons holding out as leaders of UPC.”
He implored the RCC to stop the meeting from taking place on the ground that it is contrary to the UPC constitution and court order.
In his August 20th letter, Adim explained that Okello ceased being chairperson of the party’s disciplinary committee upon the lapse of the tenure of Jimmy James Michael Akena as party President of the UPC. “Please note that the appointment of the UPC disciplinary Committee is the sole preserve and function of the sitting party president, whereof the said P.P Okello’s tenure automatically lapsed with the tenure of Jimmy Akena,” he argued.
The other party members expected to appear before the same committee include Alex Ogwal Adyebo, the former Kwania district LCV Chairperson, George Ewal, former UPC Chairperson for Kwania District, Susan Achola, the former party flag bearer for the Apac district woman MP race, and Chris Ongom, the former Regional Vice Chairperson-Lango.
They have been accused of openly mobilizing and campaigning for the National Resistance Movement (NRM) Presidential candidate during the January 2026 General Elections- contrary to the provisions of the UPC party constitution. However, unlike Adim, the others are expected to appear before the committee on Thursday, 3rd September, at the party’s Headquarters in Kampala, at 10 am without fail-URN.
