The Ministry of Local Government has directed the interdiction of 19 officials in Kapchorwa District over allegations of gross negligence of duty, abuse of office, mismanagement of public resources, and possible financial impropriety.
The directive was contained in a letter dated August 31, 2026, signed by the Permanent Secretary in the Ministry of Local Government, Ben Kumumanya, and addressed to the Chief Administrative Officer of Kapchorwa District. According to the letter, the allegations were raised during a meeting convened by the Minister of Local Government in Kapchorwa on August 29, 2026.
“The issues raised against the officers in the meeting included gross negligence of duty, abuse of office, mismanagement of public resources and possible financial impropriety among others, which have greatly compromised service delivery in the district,” the letter reads. The Permanent Secretary consequently instructed the Chief Administrative Officer to interdict the affected officials with immediate effect under Section F-s) 14 of the Public Service Standing Orders, 2021.
The officials affected include District Engineer Eng. Musobo Joseph, District Education Officer Owen Kweko, District Inspector of Schools Juma Sokuton, District Production Officer Felix Sabilla and Principal Human Resource Officer Patrick Mwanga. Others are District Agricultural Officer Phillip Cherop, District Water Officer David Olal, District Land Officer Martin Chemusto, District Staff Surveyor Damalie Cherotich, Municipal Engineer Bob Cherop and Physical Planner Julius Etyang.
Also interdicted are Principal Education Officer for Kapchorwa Municipality Dan Siwa, Town Clerk of Sipi Town Council Robert Butula, District Fisheries Officer David Chepsikor, Municipal Human Resource Officer Hellen Chemutai, Municipal Procurement Officer Bernard George Kitiyo, Secretary of the District Service Commission Abas Chekwot, In-charge of Kabeywa Health Centre III Martin Sikuku and Wheel Loader Operator Stephen Sorowen.
The Ministry said the interdictions are intended to pave the way for investigations by the State House Anti-Corruption Unit and other relevant government agencies. The Permanent Secretary copied the Minister of Local Government, Minister of State for Local Government, Inspector General of Government, Head of Public Service and Secretary to Cabinet, Head of the State House Anti-Corruption Unit, Resident District Commissioner and District Chairperson of Kapchorwa-URN.
