The Speaker, Jacob Marksons Oboth has urged members entrusted with parliamentary leadership responsibilities to serve with integrity, diligence and commitment to the interests of Ugandans as the 12th Parliament begins its work.
The Speaker’s remarks during the plenary sitting on Thursday, 15 July 2026 followed the appointment of members to the Parliamentary Commission, chairpersons and deputy chairpersons of committees as well as representatives to regional and international parliamentary bodies, including the Pan-African Parliament, Inter-Parliamentary Union (IPU), Commonwealth Parliamentary Association (CPA) and the ACP-EU Joint Parliamentary Assembly.
He said the completion of the appointments had paved way for Parliament to fully commence its legislative, oversight and representation roles.
“With the Parliamentary Commission, committees and parliamentary representatives to various parliamentary bodies in place, the 12th Parliament can now commence its work in earnest,” he said.
Speaker Oboth congratulated members who were selected for the various responsibilities, while encouraging those who were not successful to remain hopeful and continue contributing to parliamentary work.
“I want to comfort those who did not make it through, that there is hope,” he said.
The Speaker also guided the House on the consideration of the Auditor General’s annual report for the financial year ended 31 December 2025.
He said he had taken note and was in agreement with the outcome of a meeting involving the Leader of Opposition, Government Chief Whip, Chief Opposition Whip, Attorney General and Hon. Karim Masaba (Ind., Mbale Industrial Division) which resolved that the six-month period for Parliament to consider the report would commence after its reinstatement and re-laying before the House.
Meanwhile, the Speaker informed Parliament of the death of former Bwamba Constituency Member of Parliament, Hon. Ngilisi Kosiya, who served in Uganda’s first Parliament from 1962 to 1971.
He said that the deceased was part of the pioneering generation of leaders who helped establish the foundation of Uganda’s legislative institution.
