Online bully Dean Lubowa Saava has been arrested and remanded to Luzira where he risks spending a total of 8 years. This will be the case if he loses and gets convicted for the three offences with which he was charged at the utilities and standards court based in Makindye on Thursday.

He is alleged to have illegally installed and operated online TV broadcasting without having the license from UCC which regulates all communications in Uganda. He was charged with broadcasting illegally without a license and he is said to have started this crime from November 2019 under TV10 Gano mazima which is based in Kyobe zone in Lungujja.

On 23rd August, UCC wrote to him directing him to stop but he ignored them and continued. This is another offence he was charged with. The magistrate remanded him up October 13th when he will be coming back to have his bail application heard. The law under which he was charged recommends a maximum of 5, one and three years for the three respective offences on which he was charged.

The magistrate made it clear he has a right to apply for bail but whether he gets one or not is the business of court. This means he might remain on remand for several months until the final sentence is announced upon conviction.

UCC lawyers told court they are ready to bring their witnesses and evidence because investigations are complete. His lawyer led by Abdullah Hamza Kigge requested the magistrate to forgive him so that he gets time to apologize to UCC and make peace with his accusers but the magistrate refused.

She said she was ready to be informed about that in case something materializes from the negotiations. Dean denied all the charges and the magistrate remanded him.

Over the years, Dean has attacked many people using his TV10 including newspaper editors who put out stories about his fights with UCC and other complainants like prof Badru Kateregga, Post bank and businessman Lutaaya.

He has over the years attacked Katikkiro Mayiga, Kabaka’s brother Wasajja, LoP Joel Ssenyonyi, MP Kugonza, attorney general Kiwanuka Kiryowa, the IGG Beti Kamya and her deputies. Dean has also been attacking the Uganda prisons boss, the bosses at the electoral commission and lawyer Xavier Kakooza.

He has also attacked SFC captain by the names of Noah Mugerwa, Bobi Wine, Rubongoya, lord mayor Erias Lukwago, CAA human resource manager and others.

Many of these have filed civil defamation cases against him at the high court where he will end up being ordered to pay billions of shillings in damages upon losing the cases. His TV10 crew also attacked Prof Charles Kwesiga who filed his civil defamation case in the high court.

They branded him a corrupt official and thief. Dean also attacked speaker Anita Among accusing her of taking other people’s land.

All these officials were unhappy and put court cases against him in the high court. He will need a lot of money and many lawyers to defend himself in the high court when hearing of these cases starts.Give us feedback on this story through our email: kamwokyatimes@gmail.com
