The Uganda People’s Defence Forces (UPDF) 3rd Infantry Division has a new Deputy Division Commander following a handover and takeover ceremony held at the Division Headquarters in Moroto. Colonel Winston Mugarura has taken over from Brigadier General Allan Kyangungu.
Presiding over the function, the Division Commander, Major General Wilberforce Serunkuma, said transfers and deployments for further training are a routine aspect of military service aimed at professionalising the force through the introduction of fresh ideas, skills, and perspectives.
Serunkuma commended Brig Gen Kyangungu for his distinguished service and commitment to strengthening foundational troop training within the Division. He expressed confidence that Col Mugarura’s previous experience in the region would ensure a smooth transition into the new role.
The Division Commander tasked the incoming Deputy Division Commander with consolidating and safeguarding the socio-economic gains achieved in the region. He also urged commanders to foster a supportive environment within the ranks.
“The UPDF is a brotherhood. You only have the title of a commander because of the men you lead. A good future leader does not wait for his superior or subordinate to fail; he guides them when they begin to go off track,” Serunkuma said.
Col Mugarura pledged to promote teamwork, dedication, and mentorship among personnel. He said effective leadership depends on earning the confidence of those under one’s command.
“I will strive to earn the trust and respect of those under my command to ensure success and sustainable gains. The UPDF has a tested method of leadership, and you can only go wrong if you deviate from it,” he said.
