Two supporters of the National Resistance Movement (NRM) party from Rukiga district who had been arrested under unclear circumstances have been charged with conspiracy to commit a felony and granted bail.
Julius Twesigye and Godwin Niwahereza, all residents of Mparo town council, were arrested by security operatives from Kampala on Tuesday. Later, it was discovered that they were under detention at Kabale police station pending transfer to Kampala for interrogation.
Efforts by lawyers to get in contact with them hit a snag. Their arrest also caused a demonstration on Friday by district party leaders led by Frank Kyerere Besigye, District Party Chairman Benson Ainebyoona Nyamutema, party Secretary General and Patrick Kinconco Katabazi, the district Party secretary for finance, who is also the Rukiga county NRM MP flag bearer elect. They accused Caroline Kamusiime Muhwezi, incumbent Rukiga district Woman MP, her husband Andrew Muhwezi and Denis Nkwasiibwe, the former senior resettlement officer with the Amnesty Commission, of influencing the arrest.
On Friday, Twesigye,54, and Niwahereza,19, were paraded before Kabale grade one magistrates’ court and were charged with conspiracy to commit felony contrary to Section 363 of the Penal Code Act.
Prosecution led by Isaac Onyango told the court that on July 17, during the NRM party primaries, the duo and others still at large were recorded in a video conspiring to commit a felony by attempting to bribe voters. They pleaded not guilty to the charges.
The complainant in the case did not show up in court, nor was his /her name mentioned by the prosecution. The accused’s lawyer, Patrick Kiconco of Pathways Advocates, asked for bail.
Julius Musinguzi, Kabale Grade One Magistrate, granted the accused a shilling 500,000 cash bail. Their sureties, Phionah Tumuronde, Bernard Kibuuka, and Isaac Mbarinda were bonded shillings 5 million, not cash.
Musinguzi adjourned the case until September 16, 2025, for further hearing.
