Three head teachers in Kabale District are facing possible demotion to classroom teachers, while several others have been summoned to appear before the District Rewards and Sanctions Committee over poor performance in the 2025 Primary Leaving Examinations (PLE).
Information obtained by our reporter indicates that the affected head teachers are from government-aided primary schools that registered poor results, including failure to produce Division One and Division Two candidates.
District education records show that out of 3,467 candidates who sat for the 2025 PLE, only 219 obtained Division One, 1,838 Division Two, 773 Division Three, 373 Division Four, 206 Division U, and 58 Division X. This represents a decline compared to the 2024 PLE results, where out of 3,225 registered candidates, 257 obtained Division One, 1,946 Division Two, 700 Division Three, 174 Division Four, 109 Division U, and 51 Division X.
The figures point to a notable drop in Division One candidates and a rise in both Division U and Division X in 2025. Further records reveal that Rubumba, Musamba, and Kentare government primary schools failed to register any Division One or Division Two candidates. At Rubumba Primary School, 13 out of 16 candidates scored Division U. At Katojo Primary School, 13 of the 26 candidates scored Division U.
At Kentare Primary School, 12 out of 14 candidates scored Division U. At Katuna Primary School, 9 of the 36 candidates obtained Division U, while Kigata Primary School registered 8 Division U candidates out of 41. Kakondo Primary School recorded 8 Division U candidates out of 15, while at Kyeibare Primary School, 7 out of 15 candidates scored Division U.
Performance at Kentare Primary School in Kaharo Sub-County has particularly angered district education authorities. Out of 14 candidates, only one obtained Division Four, 12 scored Division U, and one scored Division X. At Rubumba Primary School in Kahungye Sub-County, out of 21 registered candidates, none obtained Division One or Two. One candidate scored Division Three, two scored Division Four, and 18 scored Division U.
At Musamba Primary School in Rubaya Sub-County, none of the 15 candidates obtained Division One or Two, with five scoring Division Three, six Division Four, and four Division U. All government primary schools in Kibuga Sub-County registered no Division One candidates. Rubaya Sub-County registered three Division Ones, Ryakarimira Town Council two, Butanda Sub-County four, and Kahungye Sub-County nine.
Kabale District Education Officer Moses Bwengye Tumwijukye says several head teachers and teachers have been summoned to appear before the District Rewards and Sanctions Committee to explain the poor performance in the 2025 PLE.
He says the hearings are scheduled to take place between Tuesday and Wednesday this week. Bwengye attributes the poor results largely to alcoholism among some teachers, blaming head teachers for failing to report teachers who attend school while drunk so that disciplinary action can be taken.
Kabale Acting Chief Administrative Officer Robert Mugabe says head teachers whose schools failed to produce Division One and Division Two candidates have been listed to appear before the committee to explain why disciplinary action should not be taken against them.
Mugabe describes the district’s performance as embarrassing, noting that Kabale dropped from 4th position nationally in 2024 to 77th position in 2025. He adds that the decline is particularly shameful given that the Permanent Secretary of the Ministry of Education and Sports, Dr Kedrace Turyagyenda, hails from the Kigezi region.
Without revealing names, Mugabe confirms that the head teachers of Kentare, Rubumba, and Musamba Primary Schools will be demoted to classroom teachers due to what he terms shameful performance. He adds that the best-performing candidate in government primary schools in Kabale District scored only eight aggregates, which he says is a clear indication of unacceptable performance levels.
