The Uganda Police Force has renewed the call for parents to tighten supervision following three aggravated defilement cases involving minors in Kampala City Suburbs. The first case under investigation by Kira Road Police involves a 32-year-old Lewis Madibo, a resident of Bukoto Nakawa Division, who is in police custody on suspicion of defiling a 6-year-old child at night while her mother was asleep.
Police say the suspect visited the victim’s mother before the alleged incident. Madibo was arrested last week and remains in detention as the case file is forwarded to the Director of Public Prosecutions for legal guidance before arraignment. Police are also probing another case from Ssebagala Zone, which occurred on July 28th July, 2026. Two men identified as Yusuf Kadomolo and Daniel Magala are accused of defiling and impregnating a 13-year-old girl in January 2026.
The victim’s parents said they discovered the pregnancy when their daughter fell sick. She later told them she was defiled by three men, two of whom are in custody and one still at large. According to John Mukwaya of Mulago Bataka-Bukilwa zone, where a defilement case was recorded on July 27th, 2026, children are most vulnerable at night when sent to buy things from shops.
He said they are usually attacked on their way back or abused by caretakers left in charge. “We have a challenge as a community. When perpetrators are arrested and taken to police, they often negotiate for compensation. Unfortunately, some police officers facilitate these negotiations to receive kickbacks. We urge authorities to impose heavy punishments so that such offenders do not return to our communities,” Mukwaya said.
Wandegeya Police also picked up 52-year-old Jackson Mugisha in the same zone over allegations of defiling a 3-year-old child on July 25th, 2026. The victim’s mother told Kawempe Police that she had left the child playing outside with other children when she went to the market. Kampala Metropolitan Police Spokesperson Rachel Kawala said the increase in aggravated defilement cases is a major concern.
According to Kawala, investigations into the three cases are ongoing. She said the suspects will be taken to court to face aggravated defilement charges once the DPP finishes reviewing the case files.
According to police and child protection agencies, the increase in defilement cases is worsened by out-of-court family settlements, compromised evidence, and delayed reporting. They say such issues undermine prosecution and enable offenders to escape justice.
The 2025 crime report further indicates that 4,999 people were arrested on defilement charges. Of these, 740 were convicted, 332 discharged, 27 acquitted, 3,900 cases remain before court, and 332 were charged.
