A section of parents and school foundation bodies in Panyimur Sub-county, Pakwach District, have questioned the enforcement of the government’s free education policy. The have warned that stopping parental contributions could affect the quality of education in government schools.

The stakeholders argue that schools rely on contributions from parents to supplement limited government capitation grants, provide extra lessons for learners and maintain school buildings.

Some also allege that government officials prefer private schools for their own children, raising concerns that children from poor families could be left with a lower quality of education.

The concerns were raised on October 20, 2026, during a district Baraza held at Panyimur Fish Market. The complaints drew criticism from political and security leaders, who urged parents and school administrators to comply with the government policy.

Pakwach District Chairperson Shaban Ofoi Kinobe said some schools charge parents exorbitant fees without proper accountability by school management committees, parent-teacher associations and foundation bodies.

Kinobe questioned the management of money collected from parents, alleging that some school administrators were dishonest in handling the funds.

The District Internal Security Officer for Pakwach, John Harison, warned school stakeholders against violating the Universal Primary Education policy, saying they should await any amendments or further guidance from the President or Parliament.

Pakwach District is conducting education Barazas to sensitise parents against making additional payments in government schools while encouraging them to provide learners with essential scholastic materials-URN. Give us feedback on this story through our email: kamwokyatimes@gmail.com
