Obusinga Bwa Rwenzururu (OBR) has launched its five-year Strategic Development Plan (2025–2030), valued at Shs 99.65 billion. The plan was unveiled during Omusinga Charles Wesley Mumbere’s birthday run and the 59th coronation anniversary celebrations at Nyakasanga Playground in Kasese District. This year’s celebrations were held in the king’s absence following his travel to Turkey last month for a medical review. The Strategic Development Plan is anchored on the theme “Rwenzururu for Peace, Unity and Socio-Economic Transformation”. It aligns with the kingdom’s five rebranding pillars: peace, unity in diversity, reconciliation, socio-economic transformation, and mindset change. Rt. Hon. Benson Kule Baritazale, the OBR Prime Minister, told subjects that the kingdom was prioritising both capital and non-capital projects aimed at improving livelihoods.
According to the plan, Shs 11 billion is earmarked for enhancing the visibility of OBR, Shs 3.85 billion for preserving culture and tradition, and Shs 1.6 billion for consolidating unity in diversity among the Obusinga community. Other allocations include Shs 1.7 billion for promoting tourism in the region, Shs 9.5 billion for increasing agricultural production, Shs 54.3 billion for improving education and vocational skills development, and Shs 11.95 billion for promoting gender equality, youth empowerment, and technology. Baritazale added that Shs 1.67 billion is allocated to health services, while Shs 3.37 billion will support sustainable land use, water management, and environmental protection.
He noted, however, that the kingdom has no external funding sources and will depend on contributions from OBR subjects to realise the plan’s goals. Kasese District Chairperson, Eliphaz Muhindi Bukombi, said the plan aligns with government programmes and pledged the leaders’ full support. Makerere University Vice Chancellor, Dr. Chrispus Kiyonga, welcomed the inclusion of nutrition and food production, describing it as a vital component of family wellbeing.
Kasese Municipality NRM Vice Chairperson, Enid Tumusiime, commended the plan’s emphasis on combating domestic violence, noting its relevance at a time when the vice is on the rise. Kasese Resident District Commissioner, Lt. Joe Walusimbi—who represented President Yoweri Kaguta Museveni—praised the peace and unity fostered by the Obusinga and its leadership across the Rwenzori region.
