NUP Leaders Confident of Retaining Luwero Support Amid NRM Efforts

National Unity Platform (NUP) leaders in Luwero district remain confident that their Presidential candidate, Robert Kyagulanyi, will maintain his landslide victory in the area despite efforts by the National Resistance Movement (NRM) to reclaim lost support. Kyagulanyi is scheduled to campaign in Luwero on Tuesday, December 2, with rallies planned in Zirobwe town, Kalule trading center, and Kasaala playgrounds in Butuntumula Sub County.

In the 2021 elections, Kyagulanyi won 103,782 votes (70.45%), defeating President Yoweri Museveni, who garnered 41,166 votes (27.94%). Since then, all four Parliamentary seats in Luwero have been held by NUP candidates, marking a significant shift in a district that was historically an NRM stronghold.

In response, the NRM government has implemented several interventions, including constructing a maternity ward at Luwero Hospital, partial funding to complete the district headquarters, and launching the Greater Luwero Transformation programme to provide farm inputs. Other measures include compensating 1,632 veterans, disbursing funds through the Parish Development Model (Shs 31 billion), and the Emyooga programme (Shs 1.8 billion).

Rose Namayanja, NRM Deputy Secretary General, will lead a campaign team in Luwero, aiming to engage residents directly and highlight the government’s achievements.

Despite these efforts, Denis Sekabira, Katikamu North MP, argued that NRM has yet to address key issues, such as land grabbing, leaving many residents landless. Sekabira said the community now looks to Kyagulanyi, who has promised to restore stolen property.

Brenda Nabukenya, Luwero District Woman MP, noted that government pledges have partly been fulfilled due to pressure from NUP representatives but remain incomplete, often used for politicking rather than service delivery. Residents continue to face poor service delivery, youth unemployment, and low agricultural prices. Nabukenya emphasized that Kyagulanyi remains the strongest candidate for the district.

Robert Ssekitoleeko, Bamunanika County MP, criticized the NRM government for failing to deliver substantial infrastructure despite years of support from farmers. He noted that key projects, such as a pineapple juice plant, have been pending for decades.

He also cited insufficient roads, health services without drugs, and teacher strikes as reasons why residents may reject Museveni. As Kyagulanyi campaigns, he is expected to address these local concerns to secure the support of 297,752 registered voters in Luwero.

The district will be closely watched as Museveni seeks to regain ground while Kyagulanyi aims to maintain his dominant position.
