The National Resistance Movement Secretariat has resolved to refund money stolen by its officials in Luwero district.
In June, the NRM Secretariat disbursed 63.7 million shillings to facilitate party flagbearers in village youths committee elections held on June 19th.
Each of the NRM flagbearers in the Village Youths Committees Election was supposed to receive 10,000 shillings as transport facilitation. The NRM Youth Sub-county Chairperson was supposed to receive 50,000 shillings, and the Sub-county Registrar 100,000 shillings for mobilisation.
However, some of the intended beneficiaries across the 624 villages in the district reported not receiving the money.
It’s reported that some NRM district leaders instead shared the money and sent less to the intended recipients.
On Friday, while meeting over 200 youth from Luwero district, who appealed to Haruna Kasolo, the NRM Vice Chairperson for Buganda region and Deputy Secretary General Rosemary Namayanja, demanding their money.
Namayanja and Kasolo had invited the youths to inform them about President Yoweri Museveni’s campaign launch scheduled to take place on 30th September this year at Bukalasa Agricultural College, playground.
But the youth disrupted the meeting, demanding that the money stolen by NRM officials be refunded before the President’s visit.
Moses Majwega, the NRM Youths Chairperson, said that although the money was disbursed, the intended recipients never received it, nor did the accused persons charged with embezzlement.
Other youths threatened not to mobilise for the party, accusing district leaders of always pocketing their allowances, leaving them crying foul.
Rosemary Namayanja, the NRM Deputy Secretary General, said that the secretariat is aware of the scandal and that it has since replaced the District Registrar, David Kamugisha and Administrator Maria Nayiga.
Namayanja said that following the appeal by the youths, the party secretariat will refund the money as the Police investigate the accused officials.
She, however, asked the youths to mobilise for the party ahead of the 2026 general elections, citing gains which include Parish Development Model, Emyooga and other welfare programmes.
Kasolo, who is the State Minister for Microfinance, also condemned the embezzlement of youths’ funds and asked the secretariat to ensure the matter is resolved.
Kasolo said that since the matter has been handled, the youths should mobilise and attend the Museveni campaign launch, where he will lay out his manifesto for 2026-31.
Cases of embezzlement during campaigns are not new in the Luwero district.
In the 2021 general elections, 29 Million Shillings meant for NRM flag bearers for District Councillor seats were stolen by Executive Committee members in Luwero.
