Nine thugs who have been vandalising vehicles in traffic congestion have been arrested by police with the help of Closed Circuit Television –CCTV cameras.
Some of the suspects have been identified as Dan Makana, Stephen Kajubi, Stephen Owundo, Ibra Asiimwe, Izo Bindusa and Isaac Kageni. The rest have been identified by their pseudo names and they include Baba, Ibra and Dan.
Luke Owoyesigyie, the Kampala Metropolitan Deputy Police Spokesperson, said the suspects were netted in operations conducted by Kampala Central Police Station (CPS Kampala) and Jinja Road Police Division.
Owoyesigyire further explained that the joint operation was conducted today in areas of Shell Nakawa, Punjab, Rufura, Wampewo, and the Mukwano roundabout stretch. The said areas are where CCTVs have often captured them heading after participating in vandalism.
“The operation followed several complaints from the public, both on social media and at police stations, about criminals vandalising and stealing from motor vehicles, especially during traffic jams at peak hours,” Owoyesigyire said.
Police said the criminals mainly target vehicles such as Harriers and Mercedes-Benz, stealing parts like side mirrors and front vents. Owoyesigyire said the operation was commanded by officers from CPS Kampala and Jinja Road Police Division.
“The joint operation successfully led to the arrest of nine suspects believed to be hardcore criminals. They are currently detained at CPS Kampala for screening, fingerprinting, and further investigations, as most related cases are reported there.
Police have said some of the suspects have already confessed to committing several acts of vandalism and theft, and are cooperating with police in tracing other wanted accomplices still at large. The other wanted suspects are identified by pseudo names and they include Musiramu and Juice, whose destination is always Bugolobi, Nakawa Division, in Kampala.
“This operation has significantly disrupted the criminal networks behind ‘Jam Theft’ in the city. Kampala Metropolitan Police will continue to carry out intelligence-led and disruptive operations across divisional boundaries, especially within and around the CBD, to eradicate criminal elements involved in vandalism and theft from motor vehicles,” Owoyesigyire said.
Meanwhile, the Entebbe Police Division has arrested Winnie Nakimbugwe on accusations of torturing a 12-year-old boy by pouring hot water on him. The woman, aged 31, is said to have tortured the boy on Wednesday this week.
Patrick Onyango, the Kampala metropolitan police spokesperson, said the incident occurred on August 20, 2025, at around 2:50 PM in Nkungulutale, Kajjansi Town Council, Wakiso District.
“The victim, a Primary 6 pupil at Sharpkids Primary School, sustained serious burns on his chest and back. A mob attempted to lynch Nakimbugwe Winnie, but she was rescued by the area Chairman and later arrested by police officers from Nakawuka Police Station,” SSP Onyango said.
Onyango said a case of child torture has been opened, and Nakimbugwe is being held pending interrogation. Police said statements have been recorded from relevant witnesses, and inquiries into the matter are still ongoing.
