Nabanja shuts up Minsa Kabanda:  ‘Madame do your work as Minister  & learn to Take Charge Because  I’m not going to do it for you’

During the recent tour of impassable Kampala roads, prime minister Robinah Nabanja was joined by roads minister Musa Ecweru and Minsa Kabanda for Kampala. It was discovered that a lot of the contractors weren’t doing their work and this was partly because of inadequate supervision by the works ministry, KCCA officials and their line minister Minsa Kabanda.

Nabanja realized a lot of things that had gone wrong and she responded by blowing up the contractors and government officials present. At some point, Minsa Kabanda added her voice, during the post-inspection meeting at the prime minister’s board room, which prompted Nabanja to remind her that she is the minister and this is her docket. She made it clear we are here facing all this crisis because you didn’t do your work well in the first place!

Nabanja demanded to know why Minsa Kabanda doesn’t assert her authority and take on the dormant Chinese contractors instead of waiting to talk in her meetings. Nabanja wondered why Minsa Kabanda waits for her to intervene instead of reporting all these challenges relating to delayed roads projects in Kampala to the president during cabinet meetings.

Nabanja seemed to know more about Kampala’s worst road points than Minsa Kabanda and she said all this shows the Kampala minister is sleeping on the job. Nabanja demanded to know why Minsa Kabanda doesn’t conduct weekly inspection tours to be able to whip up lousy contractors and project managers as opposed to merely coming to the OPM meetings to begin crying foul how the KCCA teams aren’t doing their job.

Going forward, Nabanja directed Minsa Kabanda to begin preparing weekly reports which have to be given to her and other colleagues in cabinet. She made it clear she is willing to help as prime minister but Minsa Kabanda must take charge or else the president considers putting their someone else who can do the job better.

Each time Minsa Kabanda tried to explain anything or rebuke a floppy contractor, Nabanja would shut her up saying she must convene her own meetings as Kampala minister and read the riot act to those letting down the government as opposed to waiting to shine in the prime minister’s meetings which Nabanja prefers to have broadcast live on UBC.

Nabanja said that Minsa Kabanda is the person the people of Kampala, who are suffering bad roads, should be angry against and not Museveni or NRM. Minsa Kabanda reacted politely and never responded to Nabanja because she is her boss who has to be respected at all times.
